《關于支持企業(ye)大力開展技(ji)能人才
評價工作(zuo)的通知》答記者問
日前,人力資源社會保障部制(zhi)定出臺《關于(yu)支持企業大力開展技(ji)能人才評價工作的通知(zhi)》(以下簡稱《通知(zhi)》)。記(ji)者就有(you)關問題采訪了人社部有(you)關負責同志。
問:《通知》出臺的背景和意義是什(shen)么?
答:2019年(nian)9月,習近平總(zong)書記對(dui)技能人才工(gong)作作出(chu)重(zhong)要(yao)(yao)(yao)指示,強(qiang)調要(yao)(yao)(yao)健(jian)全技能人才培養、使用、評價、激勵制度(du)。技能人才評價是技能人才工(gong)作的重(zhong)要(yao)(yao)(yao)組成部分,我國先后通過(guo)推行工(gong)人技術等(deng)級考核、職(zhi)業(ye)資格等(deng)制度(du)對(dui)勞動者實(shi)施職(zhi)業(ye)技能考核評價。
2019年12月,國(guo)務院常(chang)務會(hui)議決定(ding),分步取(qu)消(xiao)水(shui)(shui)平評(ping)價類技(ji)能人(ren)員(yuan)職(zhi)(zhi)業資(zi)格(ge),推行社會(hui)化職(zhi)(zhi)業技(ji)能等級(ji)認定(ding)。按照黨中央、國(guo)務院“放管服”改革要(yao)求,加快(kuai)政(zheng)府職(zhi)(zhi)能轉變,充分發(fa)(fa)揮市(shi)場在資(zi)源配置中的決定(ding)性作用,激發(fa)(fa)市(shi)場主體活(huo)力(li),人(ren)力(li)資(zi)源社會(hui)保障部(bu)于(yu)今年7月明確(que)提出(chu)(chu)(chu)水(shui)(shui)平評(ping)價類技(ji)能人(ren)員(yuan)職(zhi)(zhi)業資(zi)格(ge)退出(chu)(chu)(chu)國(guo)家(jia)職(zhi)(zhi)業資(zi)格(ge)目(mu)錄(lu)時間表,并就退出(chu)(chu)(chu)目(mu)錄(lu)后續有(you)關工作作出(chu)(chu)(chu)安排。
針對水平評(ping)(ping)價(jia)類技(ji)(ji)(ji)能人(ren)(ren)(ren)員職(zhi)業資格退(tui)出國(guo)家職(zhi)業資格目(mu)錄后技(ji)(ji)(ji)能人(ren)(ren)(ren)才評(ping)(ping)價(jia)載體(ti)(ti)缺(que)失等問題,我部于2018年底(di)啟動(dong)企業職(zhi)業技(ji)(ji)(ji)能等級認定(ding)(ding)工作試(shi)點,2019年繼(ji)續擴大試(shi)點范(fan)圍,并逐步在(zai)全國(guo)推開(kai)。試(shi)點工作取得(de)明顯成效,得(de)到了用人(ren)(ren)(ren)企業和廣大技(ji)(ji)(ji)能勞動(dong)者的普遍認同(tong)。因此,加(jia)快推動(dong)建立以市場為導(dao)向、以企業等用人(ren)(ren)(ren)單位為主體(ti)(ti)、以職(zhi)業技(ji)(ji)(ji)能等級認定(ding)(ding)為主要(yao)方式的技(ji)(ji)(ji)能人(ren)(ren)(ren)才評(ping)(ping)價(jia)制度,解決職(zhi)業資格制度改革后技(ji)(ji)(ji)能人(ren)(ren)(ren)才評(ping)(ping)價(jia)載體(ti)(ti)缺(que)失、評(ping)(ping)價(jia)工作急需跟(gen)進等問題,已具有較好的實踐基礎。
開(kai)展企業(ye)技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)(jia)(jia),其(qi)主要(yao)意義包括(kuo):一是有利于(yu)技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)培養。評(ping)價(jia)(jia)(jia)對加(jia)強(qiang)技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)隊伍建(jian)設具有導向作(zuo)用(yong),通過(guo)評(ping)價(jia)(jia)(jia),可(ke)以引導加(jia)強(qiang)企業(ye)職(zhi)工(gong)職(zhi)業(ye)技(ji)能(neng)(neng)培訓,發(fa)展技(ji)工(gong)教育,促進(jin)高質量就業(ye),推動(dong)產業(ye)轉型(xing)升級。二是有利于(yu)建(jian)立技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)成長體系(xi)。通過(guo)評(ping)價(jia)(jia)(jia),暢(chang)通技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)成長通道,加(jia)強(qiang)人(ren)(ren)(ren)(ren)才(cai)激(ji)勵,提高人(ren)(ren)(ren)(ren)才(cai)待(dai)遇和(he)地位(wei),形(xing)成人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)渴望成才(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)努(nu)力成才(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)皆可(ke)成才(cai)、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)盡展其(qi)才(cai)的良(liang)好局面。三(san)是有利于(yu)推動(dong)技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)(jia)(jia)改革(ge)。人(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)(jia)(jia)改革(ge)的重點(dian)是,促進(jin)評(ping)價(jia)(jia)(jia)與使用(yong)結合,推動(dong)企校合作(zuo)、產教融合。同時,受新冠肺炎疫情等影響,大規模(mo)(mo)的公共活動(dong)受到一定(ding)程(cheng)度的限制,鼓(gu)勵企業(ye)自主開(kai)展技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)(jia)(jia)活動(dong),改變技(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)的評(ping)價(jia)(jia)(jia)模(mo)(mo)式,也勢在必行。
問:《通知》有哪些政策突破(po)或政策亮點?
答(da):《通(tong)(tong)知》最大(da)的亮(liang)點就是(shi)“自(zi)主”。《通(tong)(tong)知》比較系(xi)統地明確了企業(ye)在開(kai)展技(ji)能人才(cai)評(ping)(ping)價工作中的自(zi)主權,包括自(zi)主確定評(ping)(ping)價范圍(wei)、自(zi)主設置職(zhi)(zhi)業(ye)技(ji)能等級、依托企業(ye)開(kai)發評(ping)(ping)價標準規(gui)范、自(zi)主運用評(ping)(ping)價方法、開(kai)展職(zhi)(zhi)業(ye)技(ji)能競賽(sai)評(ping)(ping)價、貫(guan)通(tong)(tong)企業(ye)技(ji)能人才(cai)職(zhi)(zhi)業(ye)發展等。
一是企業自主確定評價職業(工(gong)種)范圍。企(qi)(qi)業(ye)(ye)可(ke)結合(he)生(sheng)產經(jing)營主業(ye)(ye),依據國家職(zhi)(zhi)業(ye)(ye)分類(lei)(lei)大典和新(xin)發布的(de)(de)職(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong)),自主確定評價(jia)職(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong))范圍(wei)。對(dui)職(zhi)(zhi)業(ye)(ye)分類(lei)(lei)大典未列(lie)(lie)入但企(qi)(qi)業(ye)(ye)生(sheng)產經(jing)營中實際存在(zai)的(de)(de)技(ji)能(neng)(neng)崗(gang)(gang)位,可(ke)按照相鄰相近原(yuan)則(ze)對(dui)應到(dao)職(zhi)(zhi)業(ye)(ye)分類(lei)(lei)大典內職(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong))實施評價(jia)。支持(chi)企(qi)(qi)業(ye)(ye)參與新(xin)職(zhi)(zhi)業(ye)(ye)開發工(gong)(gong)(gong)作(zuo),推動較為成熟的(de)(de)技(ji)能(neng)(neng)崗(gang)(gang)位納(na)入國家職(zhi)(zhi)業(ye)(ye)分類(lei)(lei)體系。如石(shi)化企(qi)(qi)業(ye)(ye)將(jiang)(jiang)未列(lie)(lie)入職(zhi)(zhi)業(ye)(ye)分類(lei)(lei)大典的(de)(de)“鉆井地(di)質工(gong)(gong)(gong)”,按大典中的(de)(de)“鉆井工(gong)(gong)(gong)”職(zhi)(zhi)業(ye)(ye),結合(he)實際崗(gang)(gang)位要(yao)求,對(dui)職(zhi)(zhi)工(gong)(gong)(gong)開展技(ji)能(neng)(neng)評價(jia)。有(you)些企(qi)(qi)業(ye)(ye)參與了(le)新(xin)職(zhi)(zhi)業(ye)(ye)征集工(gong)(gong)(gong)作(zuo),將(jiang)(jiang)“裝配式建筑施工(gong)(gong)(gong)員(yuan)”申報確認為新(xin)職(zhi)(zhi)業(ye)(ye),為新(xin)技(ji)能(neng)(neng)崗(gang)(gang)位職(zhi)(zhi)工(gong)(gong)(gong)提供了(le)評價(jia)基礎。
二是自主設置職業技能等級。企(qi)業(ye)可(ke)以國家職(zhi)業(ye)技(ji)(ji)(ji)(ji)能(neng)標準設(she)置(zhi)的(de)(de)五級(ji)(ji)(ji)(初級(ji)(ji)(ji)工(gong))、四級(ji)(ji)(ji)(中級(ji)(ji)(ji)工(gong))、三級(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)工(gong))、二級(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)師(shi))和(he)一(yi)級(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi))為(wei)(wei)基礎(chu),自(zi)主(zhu)設(she)置(zhi)職(zhi)業(ye)技(ji)(ji)(ji)(ji)能(neng)崗(gang)位等(deng)級(ji)(ji)(ji),形成具有(you)(you)自(zi)身特色的(de)(de)評價等(deng)級(ji)(ji)(ji)結構,建立(li)技(ji)(ji)(ji)(ji)能(neng)人(ren)才(cai)成長(chang)通道。企(qi)業(ye)可(ke)設(she)置(zhi)學徒(tu)工(gong)、特級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)等(deng)崗(gang)位等(deng)級(ji)(ji)(ji),并明確其與國家職(zhi)業(ye)技(ji)(ji)(ji)(ji)能(neng)標準相應(ying)技(ji)(ji)(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)之間的(de)(de)對應(ying)關系(xi)。比如(ru),有(you)(you)的(de)(de)企(qi)業(ye)在(zai)高(gao)(gao)級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)之上設(she)置(zhi)了特級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)等(deng)崗(gang)位,與國家職(zhi)業(ye)技(ji)(ji)(ji)(ji)能(neng)標準中的(de)(de)高(gao)(gao)級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)相對應(ying),享受政府(fu)人(ren)才(cai)政策。企(qi)業(ye)還可(ke)在(zai)技(ji)(ji)(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)內細分(fen)層級(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)師(shi)”為(wei)(wei)例,有(you)(you)的(de)(de)企(qi)業(ye)將其分(fen)為(wei)(wei)一(yi)級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)、二級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)等(deng)。
三是自主開發(fa)評價標準規范。適應產(chan)業(ye)(ye)(ye)發(fa)展和(he)技(ji)(ji)術(shu)變(bian)革需(xu)求,發(fa)揮企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)技(ji)(ji)術(shu)優勢開(kai)(kai)發(fa)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)或評(ping)價規(gui)(gui)(gui)范,建(jian)立科學合理、符合生產(chan)實際的(de)評(ping)價標(biao)準(zhun)體系。企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)可根(gen)據相應的(de)國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun),結合企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)種(崗位)特殊要(yao)(yao)求,對職(zhi)(zhi)業(ye)(ye)(ye)功能(neng)、工(gong)作內(nei)容、技(ji)(ji)能(neng)要(yao)(yao)求和(he)申報條(tiao)件等(deng)進行適當調整,原則上不低于國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)要(yao)(yao)求。無相應國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)的(de),企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)可參照《國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)編制技(ji)(ji)術(shu)規(gui)(gui)(gui)程》,自主開(kai)(kai)發(fa)制定企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)評(ping)價規(gui)(gui)(gui)范。支持(chi)較為成熟和(he)影響(xiang)較大(da)的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)評(ping)價規(gui)(gui)(gui)范,按程序申報國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)。如(ru)有的(de)平臺企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)參照《國家(jia)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)編制技(ji)(ji)術(shu)規(gui)(gui)(gui)程(2018年(nian)版)》開(kai)(kai)發(fa)了“網約配送員”“互(hu)聯(lian)網營(ying)銷(xiao)師”等(deng)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)評(ping)價規(gui)(gui)(gui)范,據此對職(zhi)(zhi)工(gong)開(kai)(kai)展技(ji)(ji)能(neng)評(ping)價。
四(si)是自主運用評價方法。建立以職業(ye)能(neng)力為導向(xiang)、以工(gong)(gong)(gong)作(zuo)(zuo)(zuo)業(ye)績(ji)(ji)為重點、注(zhu)重工(gong)(gong)(gong)匠(jiang)精神(shen)和職業(ye)道德(de)養(yang)成的技(ji)能(neng)人才評(ping)價體系。堅持(chi)把(ba)品(pin)德(de)作(zuo)(zuo)(zuo)為評(ping)價的首要(yao)內容,重點考察勞動者執行(xing)(xing)操作(zuo)(zuo)(zuo)規程(cheng)、進行(xing)(xing)安全生產(chan)(chan)、解決生產(chan)(chan)問題(ti)和完(wan)成工(gong)(gong)(gong)作(zuo)(zuo)(zuo)任務的能(neng)力,并注(zhu)重考核(he)崗(gang)位工(gong)(gong)(gong)作(zuo)(zuo)(zuo)績(ji)(ji)效(xiao),強化(hua)生產(chan)(chan)服務結果、創新成果和實(shi)際貢獻。要(yao)把(ba)技(ji)能(neng)人才評(ping)價工(gong)(gong)(gong)作(zuo)(zuo)(zuo)融(rong)入日(ri)常生產(chan)(chan)經營(ying)活動過(guo)程(cheng)中,靈(ling)活運(yun)用過(guo)程(cheng)化(hua)考核(he)、模塊化(hua)考核(he)和業(ye)績(ji)(ji)評(ping)審、直接認定(ding)等多種方(fang)式(shi)。探索利用現代信息技(ji)術,創新技(ji)能(neng)評(ping)價方(fang)式(shi)。目前,各(ge)地在實(shi)施企業(ye)技(ji)能(neng)人才自主評(ping)價時,除傳(chuan)統(tong)的理論知(zhi)識+技(ji)能(neng)操作(zuo)(zuo)(zuo)考核(he)方(fang)式(shi)外(wai),鼓勵支持(chi)企業(ye)以業(ye)績(ji)(ji)評(ping)定(ding)、現場(chang)作(zuo)(zuo)(zuo)業(ye)評(ping)定(ding)等方(fang)式(shi)進行(xing)(xing)技(ji)能(neng)水(shui)平認定(ding)。
五是開展職(zhi)業技能競賽評價。發揮(hui)以賽(sai)(sai)促訓、以賽(sai)(sai)促評作用,將職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競(jing)賽(sai)(sai)作為技(ji)(ji)(ji)能(neng)人(ren)才(cai)評價的(de)重要(yao)方式之一(yi),促進評價工(gong)作公(gong)開公(gong)平公(gong)正(zheng)。鼓勵企業(ye)(ye)(ye)(ye)按(an)照國家(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)標(biao)準和行業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)評價規范要(yao)求,大力開展(zhan)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競(jing)賽(sai)(sai)、崗位練兵、技(ji)(ji)(ji)術比武等(deng)(deng)活動,并將競(jing)賽(sai)(sai)結果與職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)認定相(xiang)(xiang)銜(xian)接(jie)。支(zhi)持企業(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參加各級(ji)各類職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競(jing)賽(sai)(sai),對在(zai)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競(jing)賽(sai)(sai)中取得優(you)異成(cheng)績的(de)人(ren)員,可(ke)(ke)按(an)規定晉升相(xiang)(xiang)應職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)。比如,對國家(jia)級(ji)一(yi)類職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競(jing)賽(sai)(sai)各職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(工(gong)種(zhong))決賽(sai)(sai)單(dan)人(ren)賽(sai)(sai)項獲(huo)前(qian)5名、雙人(ren)賽(sai)(sai)項獲(huo)前(qian)3名、三人(ren)賽(sai)(sai)項獲(huo)前(qian)2名的(de)選手,可(ke)(ke)直接(jie)晉升技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji),已具(ju)有技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)的(de),可(ke)(ke)晉升高(gao)級(ji)技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)。
六是貫(guan)通企業技能(neng)人才職業發展。適(shi)應人(ren)才(cai)融合發(fa)展趨(qu)勢,建立職業技(ji)能等級認(ren)定與(yu)專業技(ji)術(shu)職稱(cheng)評審貫通(tong)(tong)機制,破除身份(fen)、學歷(li)、資歷(li)等障(zhang)礙,搭建企(qi)業人(ren)才(cai)成長立交橋。落實(shi)在(zai)工(gong)(gong)(gong)程技(ji)術(shu)領(ling)域實(shi)現高(gao)技(ji)能人(ren)才(cai)與(yu)工(gong)(gong)(gong)程技(ji)術(shu)人(ren)才(cai)職業發(fa)展貫通(tong)(tong)的意見要求,逐(zhu)步擴(kuo)(kuo)(kuo)大貫通(tong)(tong)領(ling)域,能擴(kuo)(kuo)(kuo)盡(jin)擴(kuo)(kuo)(kuo),能融盡(jin)融。目前(qian),部分地區根據實(shi)際情況(kuang)制定工(gong)(gong)(gong)程技(ji)術(shu)領(ling)域高(gao)技(ji)能人(ren)才(cai)職業(工(gong)(gong)(gong)種)與(yu)專業技(ji)術(shu)人(ren)才(cai)職稱(cheng)專業對應參(can)考目錄(lu),推(tui)動(dong)工(gong)(gong)(gong)程技(ji)術(shu)領(ling)域實(shi)現高(gao)技(ji)能人(ren)才(cai)與(yu)工(gong)(gong)(gong)程技(ji)術(shu)人(ren)才(cai)職業發(fa)展貫通(tong)(tong),促進兩類人(ren)才(cai)深度融合。
為(wei)支持企(qi)業(ye)(ye)開(kai)展自(zi)主評(ping)價(jia)工作(zuo),《通知》還(huan)提出,加強(qiang)企(qi)業(ye)(ye)評(ping)價(jia)基礎能力建設(she)(she),發揮(hui)已有職(zhi)(zhi)業(ye)(ye)技(ji)能鑒(jian)定(ding)技(ji)術優勢和(he)組(zu)織(zhi)優勢,依托設(she)(she)在企(qi)業(ye)(ye)的職(zhi)(zhi)業(ye)(ye)技(ji)能鑒(jian)定(ding)所站、高技(ji)能人(ren)(ren)才培訓(xun)基地和(he)技(ji)能大(da)師工作(zuo)室等(deng)組(zu)織(zhi)開(kai)展評(ping)價(jia)工作(zuo)。鼓勵備(bei)案企(qi)業(ye)(ye)申請為(wei)社會(hui)培訓(xun)評(ping)價(jia)組(zu)織(zhi),為(wei)其它中小(xiao)企(qi)業(ye)(ye)和(he)社會(hui)人(ren)(ren)員提供人(ren)(ren)才評(ping)價(jia)服(fu)務。深化產教融合(he)(he)、企(qi)校合(he)(he)作(zuo),支持企(qi)業(ye)(ye)為(wei)院(yuan)校學生提供人(ren)(ren)才評(ping)價(jia)服(fu)務,引導院(yuan)校科學合(he)(he)理設(she)(she)置專業(ye)(ye)和(he)課程。
問:如何組織實施?
答:一是加強組(zu)織領導。要牢固樹立為企(qi)業(ye)服(fu)務(wu)(wu)的(de)(de)意識,支持企(qi)業(ye)開展技能人才(cai)評(ping)價。健全工(gong)(gong)作(zuo)機制,完善工(gong)(gong)作(zuo)規程(cheng),指導企(qi)業(ye)制定(ding)工(gong)(gong)作(zuo)方案,優化服(fu)務(wu)(wu)流程(cheng),簡化工(gong)(gong)作(zuo)程(cheng)序,采(cai)取(qu)上門服(fu)務(wu)(wu)、現場集中(zhong)(zhong)辦(ban)理、網上申報、告(gao)知承諾、網絡核驗(yan)等方式,積極做(zuo)好(hao)評(ping)價備案服(fu)務(wu)(wu)工(gong)(gong)作(zuo)。加快工(gong)(gong)作(zuo)進度,定(ding)期調度工(gong)(gong)作(zuo)進展情況,及時研究解決工(gong)(gong)作(zuo)中(zhong)(zhong)出現的(de)(de)新情況新問題(ti)。
二(er)是強化(hua)質(zhi)量督(du)導。按照屬地原則,加強(qiang)對本地區企(qi)(qi)業技(ji)能人才評價工作質量督導(dao),建(jian)立(li)評價質量信(xin)用評估(gu)機制,動態(tai)公(gong)布評估(gu)結(jie)果。建(jian)立(li)信(xin)息互(hu)通、結(jie)果互(hu)認機制,企(qi)(qi)業所(suo)在地人力資源社(she)會保障部(bu)門要加強(qiang)與企(qi)(qi)業子公(gong)司所(suo)在地人力資源社(she)會保障部(bu)門的溝通銜接。
三是(shi)做好(hao)服務保障。人(ren)(ren)(ren)(ren)(ren)力資源(yuan)社(she)會保障(zhang)部(bu)(bu)門要加強信息(xi)(xi)化建(jian)(jian)設(she),向社(she)會提(ti)供證(zheng)書信息(xi)(xi)查詢服務。企(qi)業(ye)按(an)(an)規定(ding)頒(ban)發的(de)職業(ye)技(ji)能等(deng)(deng)級(ji)證(zheng)書,納入(ru)各級(ji)人(ren)(ren)(ren)(ren)(ren)力資源(yuan)社(she)會保障(zhang)部(bu)(bu)門建(jian)(jian)設(she)的(de)證(zheng)書查詢系統,向社(she)會公開。人(ren)(ren)(ren)(ren)(ren)力資源(yuan)社(she)會保障(zhang)部(bu)(bu)門要將取得職業(ye)技(ji)能等(deng)(deng)級(ji)證(zheng)書的(de)人(ren)(ren)(ren)(ren)(ren)員納入(ru)人(ren)(ren)(ren)(ren)(ren)才(cai)統計范(fan)圍,并按(an)(an)規定(ding)落實相(xiang)應人(ren)(ren)(ren)(ren)(ren)才(cai)政策。大力宣傳企(qi)業(ye)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)工作(zuo)的(de)重要意(yi)義、主(zhu)要舉措(cuo)和經驗成(cheng)效,營造關(guan)心、支持技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)制度改革和技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)成(cheng)長成(cheng)才(cai)的(de)良好(hao)社(she)會氛(fen)圍。
