  日前,人(ren)力(li)資源社會保(bao)障部制(zhi)定(ding)出臺(tai)《關(guan)于(yu)支持企業大(da)力(li)開展技能人(ren)才(cai)評價工作的(de)通知》(以下簡(jian)稱《通知》)。記(ji)者就有(you)關(guan)問題(ti)采訪了人(ren)社部有(you)關(guan)負責(ze)同志。

  問:《通知》出臺(tai)的背(bei)景和意義是什么(me)?

  答:2019年9月(yue),習近平總書記對(dui)(dui)技(ji)(ji)能人(ren)(ren)才工作(zuo)作(zuo)出重要(yao)(yao)指(zhi)示,強調(diao)要(yao)(yao)健全技(ji)(ji)能人(ren)(ren)才培(pei)養(yang)、使用、評價、激勵制(zhi)度。技(ji)(ji)能人(ren)(ren)才評價是技(ji)(ji)能人(ren)(ren)才工作(zuo)的重要(yao)(yao)組(zu)成部(bu)分,我國先(xian)后通過推(tui)行工人(ren)(ren)技(ji)(ji)術等級(ji)考(kao)核、職業資格等制(zhi)度對(dui)(dui)勞動(dong)者實施(shi)職業技(ji)(ji)能考(kao)核評價。

  2019年12月,國務院(yuan)常務會(hui)議(yi)決定(ding)(ding),分(fen)步取消水平(ping)評價(jia)類(lei)技(ji)能(neng)人員職業(ye)資(zi)格,推(tui)行社會(hui)化(hua)職業(ye)技(ji)能(neng)等級認定(ding)(ding)。按(an)照黨(dang)中(zhong)(zhong)央、國務院(yuan)“放管服”改革要求,加快政府職能(neng)轉變(bian),充分(fen)發揮(hui)市(shi)場在資(zi)源配置中(zhong)(zhong)的決定(ding)(ding)性作用,激(ji)發市(shi)場主體活(huo)力,人力資(zi)源社會(hui)保障部于(yu)今年7月明(ming)確提出(chu)(chu)水平(ping)評價(jia)類(lei)技(ji)能(neng)人員職業(ye)資(zi)格退出(chu)(chu)國家職業(ye)資(zi)格目(mu)錄時間(jian)表,并就退出(chu)(chu)目(mu)錄后續有關工作作出(chu)(chu)安排。

  針對水(shui)平評(ping)價(jia)類技(ji)(ji)能(neng)(neng)(neng)人員職(zhi)業資格退出國(guo)家職(zhi)業資格目錄后技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價(jia)載體缺失等(deng)(deng)問(wen)題(ti),我部于(yu)2018年(nian)底啟動企(qi)業職(zhi)業技(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)級認(ren)定(ding)工(gong)(gong)作試(shi)點,2019年(nian)繼續擴(kuo)大試(shi)點范圍,并(bing)逐步(bu)在全國(guo)推開。試(shi)點工(gong)(gong)作取得明(ming)顯成效(xiao),得到了用(yong)(yong)人企(qi)業和廣大技(ji)(ji)能(neng)(neng)(neng)勞動者(zhe)的普遍認(ren)同(tong)。因(yin)此,加快推動建立以(yi)市場(chang)為(wei)導向、以(yi)企(qi)業等(deng)(deng)用(yong)(yong)人單位為(wei)主體、以(yi)職(zhi)業技(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)級認(ren)定(ding)為(wei)主要方(fang)式的技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價(jia)制(zhi)度(du),解決職(zhi)業資格制(zhi)度(du)改革后技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價(jia)載體缺失、評(ping)價(jia)工(gong)(gong)作急(ji)需(xu)跟進等(deng)(deng)問(wen)題(ti),已(yi)具(ju)有較好的實踐(jian)基礎(chu)。

  開展企(qi)業(ye)技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價,其主(zhu)要意義包括:一(yi)是有(you)利于(yu)技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培養。評(ping)(ping)(ping)(ping)(ping)價對加強(qiang)(qiang)技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)隊伍建(jian)設具有(you)導向作用,通(tong)(tong)過評(ping)(ping)(ping)(ping)(ping)價,可(ke)以引導加強(qiang)(qiang)企(qi)業(ye)職工(gong)職業(ye)技能培訓,發展技工(gong)教育(yu),促進高(gao)質量就業(ye),推動產(chan)業(ye)轉型升(sheng)級。二是有(you)利于(yu)建(jian)立技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)成(cheng)(cheng)長體系。通(tong)(tong)過評(ping)(ping)(ping)(ping)(ping)價,暢通(tong)(tong)技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)成(cheng)(cheng)長通(tong)(tong)道,加強(qiang)(qiang)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)激勵,提高(gao)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)待(dai)遇和地位,形成(cheng)(cheng)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)渴望成(cheng)(cheng)才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)努力成(cheng)(cheng)才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)皆可(ke)成(cheng)(cheng)才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)盡展其才(cai)(cai)(cai)(cai)(cai)的(de)(de)良好局面。三(san)是有(you)利于(yu)推動技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價改(gai)革。人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價改(gai)革的(de)(de)重(zhong)點是,促進評(ping)(ping)(ping)(ping)(ping)價與(yu)使用結合,推動企(qi)校(xiao)合作、產(chan)教融合。同(tong)時,受(shou)(shou)新冠肺炎疫情等影響,大(da)規模(mo)的(de)(de)公共活(huo)動受(shou)(shou)到一(yi)定(ding)程度的(de)(de)限制(zhi),鼓勵企(qi)業(ye)自主(zhu)開展技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價活(huo)動,改(gai)變技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)的(de)(de)評(ping)(ping)(ping)(ping)(ping)價模(mo)式,也勢(shi)在必(bi)行。

  問(wen):《通知》有哪(na)些政策突破或政策亮點?

  答(da):《通(tong)知(zhi)》最大的亮點(dian)就是(shi)“自(zi)主(zhu)”。《通(tong)知(zhi)》比(bi)較(jiao)系(xi)統地明(ming)確了企業在開(kai)展(zhan)技(ji)(ji)能(neng)(neng)人才評(ping)(ping)價(jia)(jia)工(gong)作中的自(zi)主(zhu)權,包括自(zi)主(zhu)確定評(ping)(ping)價(jia)(jia)范圍、自(zi)主(zhu)設置職業技(ji)(ji)能(neng)(neng)等(deng)級、依托企業開(kai)發(fa)評(ping)(ping)價(jia)(jia)標準規范、自(zi)主(zhu)運用評(ping)(ping)價(jia)(jia)方法、開(kai)展(zhan)職業技(ji)(ji)能(neng)(neng)競賽(sai)評(ping)(ping)價(jia)(jia)、貫通(tong)企業技(ji)(ji)能(neng)(neng)人才職業發(fa)展(zhan)等(deng)。

  一是企業自(zi)主確定評(ping)價職業(工(gong)種(zhong))范圍。企(qi)(qi)業(ye)可結(jie)合生產(chan)經(jing)營主(zhu)業(ye),依據國(guo)家(jia)職(zhi)(zhi)(zhi)業(ye)分類(lei)大典(dian)和新(xin)發(fa)布的職(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)(gong)種(zhong)),自主(zhu)確定評(ping)價(jia)職(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)(gong)種(zhong))范(fan)圍(wei)。對職(zhi)(zhi)(zhi)業(ye)分類(lei)大典(dian)未列入但企(qi)(qi)業(ye)生產(chan)經(jing)營中(zhong)(zhong)實(shi)(shi)際(ji)存在的技(ji)能崗位(wei),可按(an)(an)照(zhao)相鄰相近原(yuan)則對應到(dao)職(zhi)(zhi)(zhi)業(ye)分類(lei)大典(dian)內(nei)職(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)(gong)種(zhong))實(shi)(shi)施評(ping)價(jia)。支持企(qi)(qi)業(ye)參與新(xin)職(zhi)(zhi)(zhi)業(ye)開發(fa)工(gong)(gong)(gong)(gong)(gong)作,推動較為(wei)成熟(shu)的技(ji)能崗位(wei)納入國(guo)家(jia)職(zhi)(zhi)(zhi)業(ye)分類(lei)體系。如石化(hua)企(qi)(qi)業(ye)將未列入職(zhi)(zhi)(zhi)業(ye)分類(lei)大典(dian)的“鉆(zhan)井地質工(gong)(gong)(gong)(gong)(gong)”,按(an)(an)大典(dian)中(zhong)(zhong)的“鉆(zhan)井工(gong)(gong)(gong)(gong)(gong)”職(zhi)(zhi)(zhi)業(ye),結(jie)合實(shi)(shi)際(ji)崗位(wei)要求(qiu),對職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)開展技(ji)能評(ping)價(jia)。有(you)些(xie)企(qi)(qi)業(ye)參與了新(xin)職(zhi)(zhi)(zhi)業(ye)征集工(gong)(gong)(gong)(gong)(gong)作,將“裝(zhuang)配式建筑施工(gong)(gong)(gong)(gong)(gong)員”申報確認為(wei)新(xin)職(zhi)(zhi)(zhi)業(ye),為(wei)新(xin)技(ji)能崗位(wei)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)提供了評(ping)價(jia)基礎。

  二(er)是自主設置職業技能等級。企(qi)業(ye)(ye)(ye)(ye)可(ke)以國家職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)標準設置(zhi)的(de)(de)五級(ji)(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)(ji)工)、四級(ji)(ji)(ji)(ji)(ji)(中級(ji)(ji)(ji)(ji)(ji)工)、三級(ji)(ji)(ji)(ji)(ji)(高級(ji)(ji)(ji)(ji)(ji)工)、二(er)級(ji)(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi))和一級(ji)(ji)(ji)(ji)(ji)(高級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi))為(wei)基礎,自主(zhu)設置(zhi)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)崗(gang)位(wei)等(deng)級(ji)(ji)(ji)(ji)(ji),形(xing)成具(ju)有自身特色的(de)(de)評價等(deng)級(ji)(ji)(ji)(ji)(ji)結構,建立技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)人才成長通道(dao)。企(qi)業(ye)(ye)(ye)(ye)可(ke)設置(zhi)學徒工、特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、首(shou)席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)崗(gang)位(wei)等(deng)級(ji)(ji)(ji)(ji)(ji),并明(ming)確其(qi)與國家職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)標準相應(ying)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)(ji)(ji)之(zhi)間的(de)(de)對(dui)應(ying)關系。比如,有的(de)(de)企(qi)業(ye)(ye)(ye)(ye)在(zai)高級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)之(zhi)上(shang)設置(zhi)了特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、首(shou)席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)崗(gang)位(wei),與國家職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)標準中的(de)(de)高級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)相對(dui)應(ying),享受政府人才政策。企(qi)業(ye)(ye)(ye)(ye)還可(ke)在(zai)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)(ji)(ji)(ji)內細分層級(ji)(ji)(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)”為(wei)例,有的(de)(de)企(qi)業(ye)(ye)(ye)(ye)將其(qi)分為(wei)一級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)、二(er)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)等(deng)。

  三是自主開發評(ping)價標準規范。適應(ying)產業(ye)(ye)發展和(he)技(ji)術變(bian)革需求(qiu),發揮企(qi)業(ye)(ye)技(ji)術優勢開(kai)發職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)或(huo)評價規(gui)(gui)范,建立(li)科學合理(li)、符合生產實際的評價標準(zhun)(zhun)體(ti)系。企(qi)業(ye)(ye)可根據相應(ying)的國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun),結(jie)合企(qi)業(ye)(ye)工(gong)種(崗位)特(te)殊要求(qiu),對職(zhi)業(ye)(ye)功能(neng)、工(gong)作內容、技(ji)能(neng)要求(qiu)和(he)申報條件(jian)等進(jin)行適當(dang)調整,原則(ze)上(shang)不低于國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)要求(qiu)。無相應(ying)國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)的,企(qi)業(ye)(ye)可參照《國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)編制技(ji)術規(gui)(gui)程(cheng)》,自主開(kai)發制定企(qi)業(ye)(ye)評價規(gui)(gui)范。支持較為成熟和(he)影響(xiang)較大的企(qi)業(ye)(ye)評價規(gui)(gui)范,按程(cheng)序申報國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)。如(ru)有的平(ping)臺企(qi)業(ye)(ye)參照《國(guo)家(jia)職(zhi)業(ye)(ye)技(ji)能(neng)標準(zhun)(zhun)編制技(ji)術規(gui)(gui)程(cheng)(2018年版)》開(kai)發了“網約配送(song)員”“互(hu)聯網營銷師”等企(qi)業(ye)(ye)評價規(gui)(gui)范,據此對職(zhi)工(gong)開(kai)展技(ji)能(neng)評價。

  四是(shi)自主運(yun)用評價方法。建立以(yi)職業(ye)能(neng)力為導向(xiang)、以(yi)工作(zuo)業(ye)績為重(zhong)點、注(zhu)(zhu)重(zhong)工匠(jiang)精神(shen)和職業(ye)道德(de)養成的(de)技(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才評(ping)(ping)價(jia)(jia)體(ti)系。堅(jian)持把(ba)品(pin)德(de)作(zuo)為評(ping)(ping)價(jia)(jia)的(de)首(shou)要(yao)(yao)內容,重(zhong)點考察勞(lao)動者執(zhi)行操(cao)作(zuo)規程、進行安全(quan)生產(chan)、解決生產(chan)問(wen)題(ti)和完成工作(zuo)任務的(de)能(neng)力,并注(zhu)(zhu)重(zhong)考核(he)崗位(wei)工作(zuo)績效,強化生產(chan)服(fu)務結果、創新成果和實際貢(gong)獻。要(yao)(yao)把(ba)技(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才評(ping)(ping)價(jia)(jia)工作(zuo)融入日常生產(chan)經營活動過程中,靈活運用過程化考核(he)、模塊化考核(he)和業(ye)績評(ping)(ping)審、直接認定(ding)等多種(zhong)方式(shi)(shi)。探索利(li)用現代信息(xi)技(ji)(ji)(ji)(ji)(ji)術,創新技(ji)(ji)(ji)(ji)(ji)能(neng)評(ping)(ping)價(jia)(jia)方式(shi)(shi)。目(mu)前,各(ge)地在(zai)實施企(qi)業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才自主評(ping)(ping)價(jia)(jia)時,除傳(chuan)統的(de)理論(lun)知識+技(ji)(ji)(ji)(ji)(ji)能(neng)操(cao)作(zuo)考核(he)方式(shi)(shi)外,鼓(gu)勵(li)支持企(qi)業(ye)以(yi)業(ye)績評(ping)(ping)定(ding)、現場作(zuo)業(ye)評(ping)(ping)定(ding)等方式(shi)(shi)進行技(ji)(ji)(ji)(ji)(ji)能(neng)水平認定(ding)。

  五是(shi)開展職業技(ji)能競賽評價。發揮以(yi)賽(sai)(sai)促訓、以(yi)賽(sai)(sai)促評(ping)作用,將(jiang)(jiang)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)作為技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)才評(ping)價(jia)的重要方式(shi)之(zhi)一(yi),促進評(ping)價(jia)工作公開(kai)公平公正。鼓勵企業(ye)(ye)(ye)(ye)(ye)按(an)(an)照國家(jia)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準和行(xing)業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)規范要求,大力(li)開(kai)展(zhan)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)、崗(gang)位練兵、技(ji)(ji)(ji)(ji)(ji)術比(bi)武等(deng)(deng)(deng)活動(dong),并將(jiang)(jiang)競賽(sai)(sai)結果與職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)認定相銜接(jie)。支持(chi)企業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工參加各(ge)級(ji)(ji)各(ge)類職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai),對在職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)中取得優異成績的人(ren)員,可按(an)(an)規定晉(jin)升相應職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)。比(bi)如,對國家(jia)級(ji)(ji)一(yi)類職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)各(ge)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工種)決賽(sai)(sai)單人(ren)賽(sai)(sai)項(xiang)獲前(qian)5名(ming)、雙(shuang)人(ren)賽(sai)(sai)項(xiang)獲前(qian)3名(ming)、三人(ren)賽(sai)(sai)項(xiang)獲前(qian)2名(ming)的選(xuan)手,可直接(jie)晉(jin)升技(ji)(ji)(ji)(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)或職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji),已具(ju)有技(ji)(ji)(ji)(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)或職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)的,可晉(jin)升高級(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)或職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)。

  六是貫通企業(ye)技能人才職(zhi)業(ye)發展。適應(ying)(ying)人(ren)(ren)(ren)才(cai)融(rong)合(he)發(fa)展趨勢(shi),建立職(zhi)(zhi)(zhi)業技能(neng)等(deng)(deng)級認定(ding)與(yu)專(zhuan)業技術(shu)職(zhi)(zhi)(zhi)稱評審貫通(tong)(tong)機制,破除(chu)身份、學歷(li)、資歷(li)等(deng)(deng)障礙,搭建企(qi)業人(ren)(ren)(ren)才(cai)成(cheng)長(chang)立交橋。落(luo)實在工(gong)(gong)(gong)程技術(shu)領域實現(xian)高技能(neng)人(ren)(ren)(ren)才(cai)與(yu)工(gong)(gong)(gong)程技術(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業發(fa)展貫通(tong)(tong)的意見要求,逐步(bu)擴(kuo)大(da)貫通(tong)(tong)領域,能(neng)擴(kuo)盡(jin)擴(kuo),能(neng)融(rong)盡(jin)融(rong)。目(mu)前,部分地區(qu)根(gen)據實際情(qing)況制定(ding)工(gong)(gong)(gong)程技術(shu)領域高技能(neng)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(工(gong)(gong)(gong)種)與(yu)專(zhuan)業技術(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)稱專(zhuan)業對應(ying)(ying)參考目(mu)錄,推動工(gong)(gong)(gong)程技術(shu)領域實現(xian)高技能(neng)人(ren)(ren)(ren)才(cai)與(yu)工(gong)(gong)(gong)程技術(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業發(fa)展貫通(tong)(tong),促進(jin)兩(liang)類人(ren)(ren)(ren)才(cai)深度融(rong)合(he)。

  為支持(chi)(chi)企業(ye)開展自主(zhu)評(ping)(ping)(ping)(ping)價(jia)工(gong)作(zuo)(zuo),《通知(zhi)》還提出(chu),加強企業(ye)評(ping)(ping)(ping)(ping)價(jia)基(ji)礎能(neng)(neng)力建(jian)設,發揮已有(you)職業(ye)技(ji)能(neng)(neng)鑒定(ding)技(ji)術(shu)優勢和組織優勢,依托設在企業(ye)的職業(ye)技(ji)能(neng)(neng)鑒定(ding)所站、高技(ji)能(neng)(neng)人(ren)(ren)才培(pei)訓(xun)(xun)基(ji)地和技(ji)能(neng)(neng)大師工(gong)作(zuo)(zuo)室(shi)等組織開展評(ping)(ping)(ping)(ping)價(jia)工(gong)作(zuo)(zuo)。鼓勵備案(an)企業(ye)申請為社(she)會培(pei)訓(xun)(xun)評(ping)(ping)(ping)(ping)價(jia)組織,為其它中小企業(ye)和社(she)會人(ren)(ren)員提供人(ren)(ren)才評(ping)(ping)(ping)(ping)價(jia)服務。深化產教融(rong)合、企校(xiao)合作(zuo)(zuo),支持(chi)(chi)企業(ye)為院校(xiao)學生提供人(ren)(ren)才評(ping)(ping)(ping)(ping)價(jia)服務,引導(dao)院校(xiao)科學合理設置(zhi)專業(ye)和課程。

  問:如何(he)組(zu)織實(shi)施?

  答(da):一是加(jia)強組(zu)織(zhi)領導。要牢固樹立為企業(ye)服務的意識(shi),支持企業(ye)開展技能(neng)人才評價(jia)。健全工(gong)(gong)(gong)作(zuo)(zuo)機制,完(wan)善工(gong)(gong)(gong)作(zuo)(zuo)規程,指(zhi)導企業(ye)制定(ding)工(gong)(gong)(gong)作(zuo)(zuo)方案(an),優化服務流程,簡化工(gong)(gong)(gong)作(zuo)(zuo)程序,采取上門服務、現場(chang)集中辦理、網上申報、告知(zhi)承諾、網絡核驗等方式,積極(ji)做好評價(jia)備案(an)服務工(gong)(gong)(gong)作(zuo)(zuo)。加快工(gong)(gong)(gong)作(zuo)(zuo)進(jin)(jin)度(du),定(ding)期調(diao)度(du)工(gong)(gong)(gong)作(zuo)(zuo)進(jin)(jin)展情(qing)況(kuang),及時(shi)研究解決工(gong)(gong)(gong)作(zuo)(zuo)中出現的新(xin)情(qing)況(kuang)新(xin)問題。

  二是強化質量督導。按照(zhao)屬地(di)原(yuan)則,加強(qiang)對本地(di)區企(qi)業技能人(ren)才評(ping)價工作質(zhi)量督導,建(jian)立評(ping)價質(zhi)量信用評(ping)估機制,動態公布評(ping)估結果。建(jian)立信息(xi)互通(tong)、結果互認機制,企(qi)業所(suo)在地(di)人(ren)力(li)資源社會(hui)保障(zhang)部(bu)門要加強(qiang)與企(qi)業子公司(si)所(suo)在地(di)人(ren)力(li)資源社會(hui)保障(zhang)部(bu)門的溝通(tong)銜(xian)接。

  三(san)是做(zuo)好服務保(bao)障。人(ren)(ren)(ren)(ren)力(li)資(zi)源(yuan)社(she)(she)(she)會(hui)保(bao)(bao)障(zhang)(zhang)部門(men)要(yao)加強(qiang)信息化建(jian)設(she),向社(she)(she)(she)會(hui)提供(gong)證(zheng)書信息查(cha)詢服務。企業(ye)按規定頒發的(de)職業(ye)技能等級證(zheng)書,納入各級人(ren)(ren)(ren)(ren)力(li)資(zi)源(yuan)社(she)(she)(she)會(hui)保(bao)(bao)障(zhang)(zhang)部門(men)建(jian)設(she)的(de)證(zheng)書查(cha)詢系統(tong),向社(she)(she)(she)會(hui)公開。人(ren)(ren)(ren)(ren)力(li)資(zi)源(yuan)社(she)(she)(she)會(hui)保(bao)(bao)障(zhang)(zhang)部門(men)要(yao)將取得職業(ye)技能等級證(zheng)書的(de)人(ren)(ren)(ren)(ren)員納入人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)統(tong)計范圍,并按規定落實(shi)相(xiang)應(ying)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)政策。大力(li)宣傳企業(ye)技能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)工作的(de)重要(yao)意(yi)義、主要(yao)舉措和經驗成(cheng)效,營造關心、支(zhi)持(chi)技能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)制度(du)改革和技能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)長成(cheng)才(cai)(cai)(cai)的(de)良好社(she)(she)(she)會(hui)氛圍。
