一、文件名稱(cheng):《淄(zi)博市人力資源和社會(hui)保障(zhang)局(ju)淄(zi)博市財政局(ju)淄(zi)博市科學技術局(ju)印發關(guan)于(yu)實施(shi)創新人才薪酬激(ji)勵(li)若干措施(shi)的通知》(淄(zi)人社發〔2020〕15號)

  二、核(he)心內(nei)容:鼓勵和支持(chi)高校(xiao)、科(ke)研(yan)院所等事(shi)(shi)業(ye)(ye)單(dan)位(wei)對創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)實行(xing)協(xie)議工(gong)(gong)(gong)(gong)資(zi)(zi)制、年(nian)(nian)薪制、項(xiang)目(mu)工(gong)(gong)(gong)(gong)資(zi)(zi)制等靈活多樣的(de)分(fen)(fen)(fen)配辦(ban)法(fa);事(shi)(shi)業(ye)(ye)單(dan)位(wei)創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)可(ke)在自(zi)(zi)創(chuang)(chuang)企業(ye)(ye)獲取報(bao)酬、分(fen)(fen)(fen)紅(hong)、配股;事(shi)(shi)業(ye)(ye)單(dan)位(wei)可(ke)按項(xiang)目(mu)或(huo)年(nian)(nian)度發給(gei)創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)突(tu)出貢(gong)獻獎(jiang);對創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)實行(xing)績效工(gong)(gong)(gong)(gong)資(zi)(zi)傾斜,傾斜部(bu)分(fen)(fen)(fen)不作為(wei)本單(dan)位(wei)績效工(gong)(gong)(gong)(gong)資(zi)(zi)調控基(ji)(ji)數;允(yun)許單(dan)位(wei)和科(ke)研(yan)人(ren)(ren)(ren)員(yuan)共有職務科(ke)技成果所有權(quan)(quan),由“先(xian)轉(zhuan)化、后獎(jiang)勵”向(xiang)“先(xian)賦權(quan)(quan)、后轉(zhuan)化”轉(zhuan)變(bian);放權(quan)(quan)事(shi)(shi)業(ye)(ye)單(dan)位(wei)自(zi)(zi)主與創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協(xie)商(shang)確(que)定(ding)協(xie)議工(gong)(gong)(gong)(gong)資(zi)(zi)、年(nian)(nian)薪、項(xiang)目(mu)工(gong)(gong)(gong)(gong)資(zi)(zi)總額;放權(quan)(quan)事(shi)(shi)業(ye)(ye)單(dan)位(wei)自(zi)(zi)主與創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協(xie)議明(ming)確(que)配股、分(fen)(fen)(fen)紅(hong)及分(fen)(fen)(fen)配辦(ban)法(fa);放權(quan)(quan)事(shi)(shi)業(ye)(ye)單(dan)位(wei)自(zi)(zi)行(xing)確(que)定(ding)創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)突(tu)出貢(gong)獻獎(jiang)獎(jiang)勵額度;放權(quan)(quan)事(shi)(shi)業(ye)(ye)單(dan)位(wei)自(zi)(zi)主與創(chuang)(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協(xie)商(shang)確(que)定(ding)離(li)崗創(chuang)(chuang)業(ye)(ye)期(qi)間的(de)基(ji)(ji)本待遇。

  三、享受人群(qun)

  創(chuang)新人才(cai)是事(shi)業單位高層(ceng)次人才(cai)隊伍的重要組成部分,主(zhu)要是指事(shi)業單位聘用在專業技(ji)(ji)(ji)術崗位上從事(shi)科技(ji)(ji)(ji)創(chuang)新或科技(ji)(ji)(ji)成果轉化工(gong)作的科研人員(yuan)。創(chuang)新人才(cai)由(you)事(shi)業單位根據推動知識和科技(ji)(ji)(ji)創(chuang)新需要,自(zi)主(zhu)確(que)定。

  四(si)、申辦程序和所需材料(liao)

  人力(li)資源社會保障部門(men)對(dui)創(chuang)新(xin)(xin)人才薪酬(chou)激勵措施(shi)不作審批(pi)。經主管部門(men)同意,事(shi)業單位可自主與(yu)創(chuang)新(xin)(xin)人才協(xie)(xie)商確(que)定協(xie)(xie)議工(gong)資、年薪、項(xiang)目工(gong)資水平(ping);可與(yu)創(chuang)新(xin)(xin)人才協(xie)(xie)議明確(que)配股、分紅及(ji)分配辦法(fa);可自行確(que)定創(chuang)新(xin)(xin)人才突出貢(gong)獻獎(jiang)(jiang)獎(jiang)(jiang)勵額度;可自主與(yu)創(chuang)新(xin)(xin)人才協(xie)(xie)商確(que)定離崗創(chuang)業期間的(de)基本待(dai)遇。
