                         —哪些(xie)人(ren)(ren)才(cai)是高技(ji)能人(ren)(ren)才(cai)?我(wo)國(guo)高技(ji)能人(ren)(ren)才(cai)發(fa)展現狀如何(he)?

  中央(yang)組織部、人力資源社(she)會(hui)保(bao)障(zhang)部近日發(fa)布《高(gao)(gao)技能(neng)人才隊伍(wu)(wu)建設中長(chang)期(qi)(qi)規(gui)劃(hua)(2010-2020年)》。這(zhe)(zhe)是新中國建國以來第一(yi)(yi)個高(gao)(gao)技能(neng)人才隊伍(wu)(wu)發(fa)展規(gui)劃(hua),這(zhe)(zhe)一(yi)(yi)規(gui)劃(hua)將成為當前和(he)今后(hou)一(yi)(yi)個時期(qi)(qi)我國高(gao)(gao)技能(neng)人才工作的重(zhong)要(yao)綱領性文件。

  《高技能(neng)人(ren)才(cai)隊伍建(jian)設中長期規劃(2010-2020年》是國家人(ren)才(cai)發(fa)展(zhan)規劃體系(xi)的重(zhong)要組(zu)成部分。我國高技能(neng)人(ren)才(cai)發(fa)展(zhan)現狀如(ru)何?如(ru)何打(da)造一支適應走新(xin)型工(gong)業化(hua)道路和產業結構優化(hua)升級的要求,同時又具(ju)備精湛技藝的高技能(neng)人(ren)才(cai)隊伍?日前,人(ren)社部有關負(fu)責同志就這些問題接(jie)受了本報記者的采(cai)訪。

  據統計,到2009年(nian)(nian)(nian)(nian)底(di),我(wo)國高(gao)技(ji)能人(ren)(ren)(ren)(ren)才達到2631萬人(ren)(ren)(ren)(ren),比(bi)2004年(nian)(nian)(nian)(nian)底(di)增(zeng)(zeng)加771萬人(ren)(ren)(ren)(ren),增(zeng)(zeng)長約40%,高(gao)技(ji)能人(ren)(ren)(ren)(ren)才占技(ji)能勞(lao)動者總量的比(bi)例(li)達24.7%。據預測,2015年(nian)(nian)(nian)(nian)和(he)(he)2020年(nian)(nian)(nian)(nian),技(ji)能勞(lao)動者需求將分別比(bi)2009年(nian)(nian)(nian)(nian)增(zeng)(zeng)加近1900萬人(ren)(ren)(ren)(ren)和(he)(he)3290萬人(ren)(ren)(ren)(ren),其中,高(gao)技(ji)能人(ren)(ren)(ren)(ren)才需求將分別增(zeng)(zeng)加約540萬人(ren)(ren)(ren)(ren)和(he)(he)990萬人(ren)(ren)(ren)(ren)。

  規(gui)模擴大 結構優化

  記者:哪些人(ren)才(cai)是高技能(neng)人(ren)才(cai)?我國高技能(neng)人(ren)才(cai)發展現狀(zhuang)如何(he)?

  負責人(ren)(ren):高技能(neng)(neng)(neng)人(ren)(ren)才是(shi)指具有高超(chao)技藝和精湛技能(neng)(neng)(neng),能(neng)(neng)(neng)夠(gou)進(jin)(jin)行創(chuang)造性勞動并對社會作(zuo)出貢(gong)獻的(de)人(ren)(ren),主(zhu)要包括技能(neng)(neng)(neng)勞動者(zhe)中取得高級技工、技師和高級技師職業(ye)(ye)資格的(de)人(ren)(ren)員(yuan)。高技能(neng)(neng)(neng)人(ren)(ren)才是(shi)我國人(ren)(ren)才隊伍的(de)重(zhong)要組成部分,是(shi)各行各業(ye)(ye)產業(ye)(ye)大軍(jun)的(de)優(you)秀代表,是(shi)技術工人(ren)(ren)隊伍的(de)核(he)心骨干,在加(jia)快轉變經濟發(fa)展方式(shi)、促進(jin)(jin)產業(ye)(ye)結構優(you)化升級、提(ti)高企(qi)業(ye)(ye)競(jing)爭力(li)、推動技術創(chuang)新和科(ke)技成果轉化等方面具有重(zhong)要作(zuo)用。

  這些年來,我國(guo)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)作(zuo)(zuo)取得(de)(de)(de)了(le)新進(jin)展。一是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)規模不斷(duan)(duan)擴大(da),結(jie)構(gou)逐(zhu)步優化。截至2009年底,高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)達到2631萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren),比2004年底增(zeng)加771萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren),增(zeng)長約40%,高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)占技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)勞(lao)動(dong)者總量的比例達24.7%。二是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成長的政(zheng)策環境(jing)明顯(xian)改善。各地區、各部門普遍制定了(le)促進(jin)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊伍(wu)建設的政(zheng)策,國(guo)家將高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)納入享受國(guo)務院(yuan)(yuan)政(zheng)府特殊津(jin)貼制度的范圍(wei)。三是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)養體(ti)(ti)系逐(zhu)步完善。企業(ye)行業(ye)在(zai)培(pei)養高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)中的主體(ti)(ti)作(zuo)(zuo)用(yong)開(kai)始得(de)(de)(de)到發揮,一批高(gao)(gao)(gao)(gao)級(ji)技(ji)(ji)(ji)(ji)(ji)工(gong)(gong)學(xue)校(xiao)、技(ji)(ji)(ji)(ji)(ji)師學(xue)院(yuan)(yuan)、高(gao)(gao)(gao)(gao)職院(yuan)(yuan)校(xiao)緊貼市場需求(qiu),與企業(ye)密(mi)切合作(zuo)(zuo),在(zai)加快(kuai)培(pei)養后備高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)方面發揮了(le)重(zhong)(zhong)要基礎作(zuo)(zuo)用(yong)。四是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)工(gong)(gong)作(zuo)(zuo)得(de)(de)(de)到加強(qiang)。以(yi)職業(ye)能(neng)(neng)(neng)(neng)力為導向、以(yi)工(gong)(gong)作(zuo)(zuo)業(ye)績為重(zhong)(zhong)點,注重(zhong)(zhong)職業(ye)道(dao)德和職業(ye)知識水平的高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)體(ti)(ti)系初(chu)步建立,社會化鑒(jian)定、企業(ye)評(ping)(ping)(ping)價(jia)、院(yuan)(yuan)校(xiao)資(zi)格認證等(deng)多元評(ping)(ping)(ping)價(jia)機制初(chu)步形成。五是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)競賽選拔機制逐(zhu)步健全。各類職業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)競賽活動(dong)蓬勃開(kai)展,已(yi)成為加快(kuai)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)脫穎而出(chu)的重(zhong)(zhong)要渠道(dao)。六(liu)是(shi)(shi)(shi)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)在(zai)經濟(ji)社會發展中的作(zuo)(zuo)用(yong)顯(xian)著加強(qiang)。以(yi)首席技(ji)(ji)(ji)(ji)(ji)師、首席工(gong)(gong)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)為代表(biao)的高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)帶(dai)頭人(ren)(ren)(ren)(ren)(ren)(ren)(ren)制度開(kai)始建立,高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)在(zai)技(ji)(ji)(ji)(ji)(ji)術攻關、工(gong)(gong)藝創新和帶(dai)徒傳技(ji)(ji)(ji)(ji)(ji)等(deng)方面的重(zhong)(zhong)要作(zuo)(zuo)用(yong)得(de)(de)(de)到發揮。七是(shi)(shi)(shi)對高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的宣傳力度不斷(duan)(duan)加大(da)。崇(chong)尚勞(lao)動(dong)、尊重(zhong)(zhong)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)、重(zhong)(zhong)視高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的社會氛圍(wei)正在(zai)逐(zhu)步形成。
