各省、自治(zhi)區(qu)、直轄市及(ji)新疆生(sheng)產建設(she)兵團人力資(zi)源社會保障廳(ting)（局(ju)）：
近年來，我國創業培訓工作取得顯著成效，政策措施逐步健全，培訓方式不斷創新，培訓規模持續擴大，已有數百萬勞動者在參加創業培訓后實現自主創業，為促進就業和經濟社會發展發揮了重要作用。但同時也應看到，創業培訓工作尚不能完全滿足經濟新常態下推進大眾創業、萬眾創新的需要，培訓制度需要進一步健全，培訓模式需要進一步創新，培訓質量需要進一步提升，工作力度需要進一步加大。為貫徹落實《中共中央國務院關于深化體制機制改革加快實施創新驅動發展戰略的若干意見》（中發〔2015〕8號）、《國務院關于進一步做好新形勢下就業創業工作的意見》（國發〔2015〕23號）、《國務院關于大力推進大眾創業萬眾創新若干政策措施的意見》（國發〔2015〕32號）等文件精神，大力提升勞動者創業能力，全面推動大眾創業、萬眾創新，現就進一步推進創業培訓工作提出如下意見：
一、充分認識加強創業(ye)培(pei)訓(xun)工作的重要(yao)意義
創(chuang)(chuang)(chuang)業(ye)培(pei)(pei)訓(xun)是培(pei)(pei)育勞動(dong)者創(chuang)(chuang)(chuang)新(xin)(xin)(xin)精神、提高(gao)勞動(dong)者創(chuang)(chuang)(chuang)業(ye)能力、實(shi)現個人(ren)(ren)發展(zhan)和(he)創(chuang)(chuang)(chuang)造自(zi)身價值的(de)重要途徑，是激(ji)發勞動(dong)者創(chuang)(chuang)(chuang)造力、推動(dong)大眾創(chuang)(chuang)(chuang)業(ye)萬眾創(chuang)(chuang)(chuang)新(xin)(xin)(xin)、實(shi)現創(chuang)(chuang)(chuang)業(ye)帶動(dong)就業(ye)的(de)重要手段。各級人(ren)(ren)社部門要充分認識新(xin)(xin)(xin)形勢(shi)下加強(qiang)創(chuang)(chuang)(chuang)業(ye)培(pei)(pei)訓(xun)工(gong)(gong)作(zuo)的(de)重要意(yi)義，增強(qiang)責任感(gan)和(he)使命感(gan)，將創(chuang)(chuang)(chuang)業(ye)培(pei)(pei)訓(xun)工(gong)(gong)作(zuo)作(zuo)為促進(jin)就業(ye)和(he)服務經(jing)濟社會發展(zhan)的(de)重要措施，進(jin)一步完(wan)善(shan)和(he)落(luo)實(shi)政策，健(jian)全制度和(he)機(ji)制，大力推進(jin)創(chuang)(chuang)(chuang)業(ye)培(pei)(pei)訓(xun)工(gong)(gong)作(zuo)。
二(er)、指導思想和工作目標(biao)
（一）指(zhi)導思(si)想：以(yi)服務就業(ye)(ye)和經濟發(fa)展為導向，以(yi)推(tui)行終身職(zhi)業(ye)(ye)技能(neng)培(pei)(pei)(pei)訓(xun)制(zhi)度(du)和提升勞(lao)動(dong)者(zhe)創(chuang)業(ye)(ye)能(neng)力(li)為宗旨，充分調(diao)動(dong)社(she)(she)會各方積極性(xing)(xing)，發(fa)揮市場主(zhu)體作用，強化創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)公共服務，創(chuang)新(xin)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)模式，擴大(da)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)規模，提高創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)針對性(xing)(xing)和有效性(xing)(xing)，建立政府激(ji)勵(li)引導、社(she)(she)會廣(guang)泛參與、勞(lao)動(dong)者(zhe)自主(zhu)選(xuan)擇的創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)工作新(xin)機制(zhi)，為推(tui)進大(da)眾創(chuang)業(ye)(ye)、萬眾創(chuang)新(xin)提供(gong)支撐。
（二）工作目標(biao)：面向有創(chuang)業(ye)意愿和創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)需求的(de)勞動者大規模開展創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)，大幅度提高創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)質(zhi)量，使有創(chuang)業(ye)意愿和創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)需求的(de)勞動者都有機會獲得創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)服務(wu)，增(zeng)強創(chuang)業(ye)帶動就業(ye)的(de)效應，逐步(bu)建立起培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)主體多(duo)元(yuan)化、培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)模式(shi)多(duo)樣化、培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)內容多(duo)層次，能夠有效覆蓋(gai)創(chuang)業(ye)活動不(bu)同階(jie)段的(de)創(chuang)業(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)體系。
三、政策措施
（一）明確創(chuang)(chuang)業(ye)(ye)(ye)(ye)培訓(xun)對(dui)(dui)象和(he)內容(rong)。將具有明確創(chuang)(chuang)業(ye)(ye)(ye)(ye)意愿和(he)創(chuang)(chuang)業(ye)(ye)(ye)(ye)培訓(xun)需求、勇(yong)于投身創(chuang)(chuang)業(ye)(ye)(ye)(ye)實踐的(de)城鄉各(ge)類(lei)勞動(dong)(dong)(dong)者作為(wei)創(chuang)(chuang)業(ye)(ye)(ye)(ye)培訓(xun)對(dui)(dui)象，將企業(ye)(ye)(ye)(ye)家精神和(he)素質培養、創(chuang)(chuang)辦企業(ye)(ye)(ye)(ye)和(he)經營(ying)管(guan)理能力訓(xun)練作為(wei)創(chuang)(chuang)業(ye)(ye)(ye)(ye)培訓(xun)的(de)主要內容(rong)，以高校畢(bi)業(ye)(ye)(ye)(ye)生、科技人(ren)員(yuan)、留學回國人(ren)員(yuan)、返鄉農民(min)工、退役(yi)軍人(ren)、失業(ye)(ye)(ye)(ye)人(ren)員(yuan)和(he)轉(zhuan)崗職工等群體(ti)為(wei)重點，以組織實施專項行動(dong)(dong)(dong)計劃(hua)為(wei)抓手，推動(dong)(dong)(dong)創(chuang)(chuang)業(ye)(ye)(ye)(ye)培訓(xun)廣泛開展。
（二(er)）建立健全(quan)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)制(zhi)(zhi)度。把創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)制(zhi)(zhi)度納入(ru)終身職業(ye)(ye)技能培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)制(zhi)(zhi)度范疇。建立培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)對(dui)(dui)象甄選制(zhi)(zhi)度，完(wan)(wan)善創(chuang)業(ye)(ye)意愿識(shi)別(bie)和(he)能力短板診斷(duan)機(ji)制(zhi)(zhi)。完(wan)(wan)善政府購(gou)買培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)成果制(zhi)(zhi)度，對(dui)(dui)列入(ru)財政補(bu)貼(tie)范圍的(de)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)項目按購(gou)買服務(wu)的(de)規定執行。建立健全(quan)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)主體(ti)(ti)報(bao)告(gao)(gao)制(zhi)(zhi)度，強化財政補(bu)貼(tie)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)項目實施主體(ti)(ti)的(de)報(bao)告(gao)(gao)義(yi)務(wu)。健全(quan)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)師(shi)資管(guan)理(li)制(zhi)(zhi)度，完(wan)(wan)善師(shi)資備案、評(ping)價、獎(jiang)懲(cheng)機(ji)制(zhi)(zhi)。建立健全(quan)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)績效考評(ping)制(zhi)(zhi)度，對(dui)(dui)創(chuang)業(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)工作(zuo)成效實施第三方評(ping)估。
（三）加強創業培訓課程開發。以創業活動不同階段、不同業態的知識技能需求為導向，編制創業培訓大綱和技術標準，針對不同群體、不同項目的特點，開發創業培訓課程和培訓方式，構建多層次、模塊化的創業培訓課程體系。推進網絡創業培訓課程開發工作。以“創辦和改善你的企業”（SIYB）、“創業模擬實訓”等課程為基礎，從已被廣泛應用、學員普遍認可的創業培訓課程中精選出一批精品課程，供各地優先選用。鼓勵有條件的地區以政府與社會資本合作（PPP）模式組織開發新領域、新業態的創業培訓課程并實施創業培訓。
（四(si)）加強創(chuang)業培訓(xun)師(shi)(shi)(shi)資(zi)隊(dui)伍(wu)建設。探索建立創(chuang)業培訓(xun)師(shi)(shi)(shi)資(zi)的職業化(hua)發(fa)展通道，建立創(chuang)業指導(dao)師(shi)(shi)(shi)隊(dui)伍(wu)。各地要建立創(chuang)業培訓(xun)師(shi)(shi)(shi)資(zi)庫，完善師(shi)(shi)(shi)資(zi)登記(ji)、考核(he)、進出機制(zhi)，強化(hua)對(dui)師(shi)(shi)(shi)資(zi)能力水(shui)(shui)(shui)平(ping)考核(he)和學(xue)員滿意(yi)度評(ping)價，對(dui)師(shi)(shi)(shi)資(zi)隊(dui)伍(wu)進行動態(tai)管理。制(zhi)定長期師(shi)(shi)(shi)資(zi)培養計(ji)劃，定期組(zu)織開展提高培訓(xun)、研討(tao)交流、觀摩教學(xue)等(deng)活動，提升師(shi)(shi)(shi)資(zi)業務(wu)素質和能力水(shui)(shui)(shui)平(ping)。鼓勵將社會專(zhuan)業人士吸納(na)到創(chuang)業培訓(xun)專(zhuan)家隊(dui)伍(wu)中，提升創(chuang)業培訓(xun)專(zhuan)業化(hua)水(shui)(shui)(shui)平(ping)。
（五）規(gui)范創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構發展(zhan)。各地要對(dui)創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構進行統籌規(gui)劃，加強創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構規(gui)范化(hua)管(guan)理(li)，指(zhi)導創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構嚴格(ge)按(an)照(zhao)標準和(he)要求開展(zhan)創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)，對(dui)有(you)需求的學員提供后期輔導服(fu)務(wu)。建(jian)立健全政(zheng)府購買服(fu)務(wu)機(ji)制(zhi)，按(an)照(zhao)公(gong)開規(gui)范、保障質量(liang)、提升效益的原(yuan)則(ze)，鼓勵(li)和(he)引導各類優質教(jiao)育培(pei)(pei)(pei)(pei)(pei)訓(xun)資源(yuan)投入創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)。按(an)照(zhao)“條件公(gong)開、合(he)理(li)布局、平等競爭、動(dong)態管(guan)理(li)”的原(yuan)則(ze)，制(zhi)定承擔政(zheng)府補貼培(pei)(pei)(pei)(pei)(pei)訓(xun)任務(wu)的創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構的基本(ben)條件和(he)認定程(cheng)序(xu)，對(dui)符(fu)合(he)條件的創(chuang)(chuang)(chuang)業培(pei)(pei)(pei)(pei)(pei)訓(xun)機(ji)構向(xiang)社會公(gong)示并(bing)登記備案。
（六）創(chuang)(chuang)新(xin)創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)模式(shi)(shi)(shi)。利用各類創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)資源，開發針對(dui)不同(tong)創(chuang)(chuang)業(ye)(ye)(ye)群體、不同(tong)階段創(chuang)(chuang)業(ye)(ye)(ye)活動(dong)的(de)創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)項目。積(ji)極采取互動(dong)式(shi)(shi)(shi)教學(xue)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)方式(shi)(shi)(shi)，輔以創(chuang)(chuang)業(ye)(ye)(ye)實(shi)(shi)訓(xun)(xun)(xun)(xun)(xun)、考察觀摩、創(chuang)(chuang)業(ye)(ye)(ye)指導等(deng)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)方式(shi)(shi)(shi)，大力開展(zhan)能力培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)、知識傳授(shou)、政(zheng)策咨詢等(deng)服務。積(ji)極探索(suo)創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)與技能培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)、創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)與區域(yu)產業(ye)(ye)(ye)相(xiang)結合(he)的(de)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)模式(shi)(shi)(shi)。充分(fen)利用互聯(lian)網(wang)、信息化實(shi)(shi)訓(xun)(xun)(xun)(xun)(xun)平臺(tai)等(deng)載體，試點(dian)推廣“慕課”等(deng)“互聯(lian)網(wang)＋”創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)新(xin)模式(shi)(shi)(shi)，大規模開展(zhan)開放式(shi)(shi)(shi)在線(xian)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)。加強(qiang)遠程公益創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)，提升基層創(chuang)(chuang)業(ye)(ye)(ye)人(ren)員創(chuang)(chuang)業(ye)(ye)(ye)能力。研究(jiu)探索(suo)通過“創(chuang)(chuang)業(ye)(ye)(ye)券(quan)”、“創(chuang)(chuang)新(xin)券(quan)”等(deng)方式(shi)(shi)(shi)對(dui)創(chuang)(chuang)業(ye)(ye)(ye)者提供創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)服務。實(shi)(shi)施大學(xue)生(sheng)創(chuang)(chuang)業(ye)(ye)(ye)引領計劃和(he)技能就業(ye)(ye)(ye)行(xing)動(dong)，鼓勵高(gao)等(deng)院校、職業(ye)(ye)(ye)院校、技工(gong)(gong)院校學(xue)生(sheng)在校期間開展(zhan)“試創(chuang)(chuang)業(ye)(ye)(ye)”實(shi)(shi)踐活動(dong)和(he)電子商務培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)活動(dong)，并將其納(na)入創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)政(zheng)策支持范圍。組織開展(zhan)農民(min)工(gong)(gong)等(deng)人(ren)員返鄉創(chuang)(chuang)業(ye)(ye)(ye)三(san)年(nian)行(xing)動(dong)計劃，大力推進返鄉農民(min)工(gong)(gong)等(deng)人(ren)員創(chuang)(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)工(gong)(gong)作。
（七）強化創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)務(wu)。推(tui)進創(chuang)業(ye)(ye)(ye)(ye)(ye)指導、創(chuang)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)訓(xun)(xun)(xun)(xun)和創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)務(wu)的(de)有效銜(xian)接、統籌發展。完(wan)善(shan)公共創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)務(wu)功能，健(jian)全開業(ye)(ye)(ye)(ye)(ye)指導、創(chuang)業(ye)(ye)(ye)(ye)(ye)孵(fu)化、項(xiang)目推(tui)介、咨詢指導、創(chuang)業(ye)(ye)(ye)(ye)(ye)融(rong)資(zi)、人事代理相結合的(de)創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)務(wu)體(ti)(ti)系。以(yi)創(chuang)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)訓(xun)(xun)(xun)(xun)師(shi)(shi)資(zi)隊(dui)伍(wu)為基礎，吸(xi)納具有企業(ye)(ye)(ye)(ye)(ye)管(guan)(guan)理專業(ye)(ye)(ye)(ye)(ye)背景(jing)和創(chuang)業(ye)(ye)(ye)(ye)(ye)實(shi)踐經(jing)驗(yan)的(de)企業(ye)(ye)(ye)(ye)(ye)家(jia)、專家(jia)教授以(yi)及熟(shu)悉經(jing)濟(ji)發展和創(chuang)業(ye)(ye)(ye)(ye)(ye)政(zheng)策(ce)的(de)相關部門人員(yuan)，共同推(tui)進創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)務(wu)工作。加快創(chuang)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)訓(xun)(xun)(xun)(xun)信息化管(guan)(guan)理平臺建設，開展培(pei)(pei)訓(xun)(xun)(xun)(xun)檔案管(guan)(guan)理、培(pei)(pei)訓(xun)(xun)(xun)(xun)流程監督、培(pei)(pei)訓(xun)(xun)(xun)(xun)效果評估、師(shi)(shi)資(zi)庫(ku)管(guan)(guan)理、培(pei)(pei)訓(xun)(xun)(xun)(xun)資(zi)金管(guan)(guan)理等工作，并(bing)與創(chuang)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)訓(xun)(xun)(xun)(xun)技術服(fu)(fu)(fu)(fu)務(wu)平臺鏈接，實(shi)現(xian)數(shu)據(ju)、信息、資(zi)源(yuan)聯通(tong)共享(xiang)。
四、加強組織領(ling)導
（一）健全工(gong)(gong)作機(ji)制(zhi)。各地人(ren)社(she)部(bu)(bu)門(men)要(yao)深入貫徹國(guo)務院要(yao)求，推動建立在政府(fu)統一領(ling)導(dao)下，人(ren)社(she)部(bu)(bu)門(men)統籌協調，相關(guan)部(bu)(bu)門(men)各司(si)其(qi)職、密切配(pei)合，工(gong)(gong)、青、婦(fu)等人(ren)民團體(ti)廣泛參與的創(chuang)業培訓(xun)工(gong)(gong)作機(ji)制(zhi)。各地人(ren)社(she)部(bu)(bu)門(men)要(yao)認真履行工(gong)(gong)作職責，根據(ju)本地實際科學(xue)規劃(hua)，制(zhi)定(ding)專項行動計劃(hua)并抓好(hao)組織實施，加強工(gong)(gong)作組織指(zhi)導(dao)，加大政策支持力度，扎實有效地推進創(chuang)業培訓(xun)工(gong)(gong)作。
（二(er)）加(jia)大(da)資(zi)(zi)金(jin)投(tou)入。勞動者(zhe)參加(jia)創(chuang)業培(pei)(pei)訓(xun)(xun)并取得(de)培(pei)(pei)訓(xun)(xun)合格證(zheng)書，實(shi)現創(chuang)業或就業的(de)，按規定(ding)享受政府創(chuang)業培(pei)(pei)訓(xun)(xun)補(bu)貼(tie)。各地(di)人(ren)社(she)部(bu)門要(yao)(yao)(yao)根(gen)據培(pei)(pei)訓(xun)(xun)需求和經濟發展水平(ping)(ping)，會(hui)同有(you)關(guan)部(bu)門科學合理(li)(li)確定(ding)培(pei)(pei)訓(xun)(xun)補(bu)貼(tie)標準(zhun)，創(chuang)業培(pei)(pei)訓(xun)(xun)補(bu)貼(tie)從就業專(zhuan)項資(zi)(zi)金(jin)中列支。要(yao)(yao)(yao)加(jia)大(da)資(zi)(zi)金(jin)投(tou)入，大(da)力(li)推動創(chuang)業培(pei)(pei)訓(xun)(xun)開(kai)展。有(you)條件的(de)地(di)區要(yao)(yao)(yao)安排工作經費，對師資(zi)(zi)培(pei)(pei)訓(xun)(xun)、管(guan)理(li)(li)人(ren)員(yuan)培(pei)(pei)訓(xun)(xun)、管(guan)理(li)(li)平(ping)(ping)臺開(kai)發等基礎工作給(gei)予支持(chi)。嚴格資(zi)(zi)金(jin)管(guan)理(li)(li)，提(ti)高資(zi)(zi)金(jin)使用(yong)效益(yi)，確保資(zi)(zi)金(jin)使用(yong)安全。
（三）加強績效評估。要結合就(jiu)業(ye)(ye)信息化整體(ti)工(gong)作進展(zhan)，將創(chuang)(chuang)業(ye)(ye)培(pei)(pei)訓(xun)(xun)后創(chuang)(chuang)業(ye)(ye)情(qing)況(kuang)(kuang)與就(jiu)業(ye)(ye)數(shu)據相對照，將創(chuang)(chuang)業(ye)(ye)培(pei)(pei)訓(xun)(xun)計劃執(zhi)行(xing)情(qing)況(kuang)(kuang)、創(chuang)(chuang)業(ye)(ye)成功率、新辦企業(ye)(ye)吸納就(jiu)業(ye)(ye)情(qing)況(kuang)(kuang)等作為評價(jia)創(chuang)(chuang)業(ye)(ye)培(pei)(pei)訓(xun)(xun)工(gong)作的重要指(zhi)標(biao)，大力開展(zhan)創(chuang)(chuang)業(ye)(ye)培(pei)(pei)訓(xun)(xun)工(gong)作績效評估工(gong)作。對工(gong)作開展(zhan)較好的創(chuang)(chuang)業(ye)(ye)培(pei)(pei)訓(xun)(xun)機構，要在政策(ce)和經費上給予傾斜。
（四）注重輿論宣(xuan)傳。各級人社部門和培訓機構要充(chong)分(fen)利(li)用報(bao)刊(kan)、廣(guang)播、電視、網絡等媒體做(zuo)好(hao)創(chuang)業(ye)(ye)(ye)培訓工作的宣(xuan)傳。通過(guo)舉辦創(chuang)業(ye)(ye)(ye)訓練營、創(chuang)業(ye)(ye)(ye)創(chuang)新大賽、創(chuang)業(ye)(ye)(ye)項目展示推介等活(huo)動，宣(xuan)傳創(chuang)業(ye)(ye)(ye)培訓，樹立創(chuang)業(ye)(ye)(ye)典型，建(jian)立激勵機制，從而營造(zao)全(quan)社會共同(tong)關(guan)心、支持、參(can)與創(chuang)業(ye)(ye)(ye)的良好(hao)氛(fen)圍。
