各(ge)(ge)市人民政府(fu),各(ge)(ge)縣(市、區(qu))人民政府(fu),省(sheng)政府(fu)各(ge)(ge)部門(men)、各(ge)(ge)直屬機構,各(ge)(ge)大企(qi)業,各(ge)(ge)高等院(yuan)校:
近年來(lai),我省堅(jian)持整體(ti)設計、協同推進(jin),在省級層面已(yi)基本形成支持職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育改革發(fa)(fa)展(zhan)的政策體(ti)系。為深入貫徹《國務(wu)院(yuan)關(guan)于加快發(fa)(fa)展(zhan)現代職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育的決定(ding)》(國發(fa)(fa)〔2014〕19號),進(jin)一步加快構建順應時(shi)代要求、具(ju)有山東(dong)特點、走在全國前(qian)列的現代職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育體(ti)系,促進(jin)各類職(zhi)業(ye)(ye)(ye)院(yuan)校(含(han)技工(gong)院(yuan)校,下同)健康發(fa)(fa)展(zhan),更好地(di)服務(wu)經(jing)濟文化強省建設,現就(jiu)完善現代職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育政策體(ti)系提出(chu)如(ru)下意見:
一、進一步創新和拓寬人才成(cheng)長路(lu)徑
1.完善(shan)(shan)職(zhi)(zhi)(zhi)業教育(yu)考試(shi)招生(sheng)制(zhi)度。按(an)(an)照文(wen)化(hua)(hua)素質與技(ji)術(shu)(shu)技(ji)能(neng)積累并重、有(you)利于(yu)選拔和(he)培養高(gao)(gao)(gao)素質技(ji)術(shu)(shu)技(ji)能(neng)型(xing)(xing)人才原則,加(jia)快推(tui)進高(gao)(gao)(gao)校(xiao)(xiao)分類考試(shi)招生(sheng),進一(yi)步(bu)完善(shan)(shan)"文(wen)化(hua)(hua)素質+專業技(ji)能(neng)"春(chun)(chun)季考試(shi)招生(sheng),一(yi)體(ti)化(hua)(hua)設計(ji)專業技(ji)能(neng)與專業知識考試(shi),增加(jia)技(ji)術(shu)(shu)技(ji)能(neng)含量(liang);科學設計(ji)專業類別,按(an)(an)專業大(da)類填報(bao)志(zhi)愿,實(shi)行平(ping)行志(zhi)愿錄取(qu),為(wei)考生(sheng)提供更(geng)多選擇(ze)機會。穩(wen)步(bu)增加(jia)春(chun)(chun)季高(gao)(gao)(gao)考本、專科招生(sheng)計(ji)劃,使春(chun)(chun)季高(gao)(gao)(gao)考成為(wei)高(gao)(gao)(gao)職(zhi)(zhi)(zhi)院校(xiao)(xiao)招生(sheng)錄取(qu)的主(zhu)渠道,應用技(ji)術(shu)(shu)型(xing)(xing)本科高(gao)(gao)(gao)校(xiao)(xiao)招收職(zhi)(zhi)(zhi)業院校(xiao)(xiao)畢業生(sheng)達到一(yi)定(ding)(ding)規模。2015年,制(zhi)定(ding)(ding)普通(tong)高(gao)(gao)(gao)中(zhong)學生(sheng)職(zhi)(zhi)(zhi)業適應性(xing)測試(shi)指(zhi)導意見。
2.健全對(dui)口貫(guan)通(tong)(tong)分(fen)段(duan)培養(yang)(yang)體(ti)系(xi)。擴大初中后五年制高等職(zhi)(zhi)業(ye)教育(yu)培養(yang)(yang)規模,重(zhong)點(dian)鼓勵支持舉辦"三(san)二"連讀專(zhuan)(zhuan)科(ke)教育(yu)。推進按專(zhuan)(zhuan)業(ye)長線(xian)貫(guan)通(tong)(tong)培養(yang)(yang)的(de)應(ying)用型本科(ke)教育(yu),完善職(zhi)(zhi)業(ye)院校(xiao)與本科(ke)高校(xiao)"3+4""3+2"對(dui)口貫(guan)通(tong)(tong)分(fen)段(duan)培養(yang)(yang)模式(shi),更加注重(zhong)專(zhuan)(zhuan)業(ye)選(xuan)擇的(de)適當性,以及與區域產業(ye)需(xu)求的(de)契合(he)度,優(you)化(hua)對(dui)口貫(guan)通(tong)(tong)分(fen)段(duan)培養(yang)(yang)專(zhuan)(zhuan)業(ye)布局。改(gai)進"專(zhuan)(zhuan)升本"制度,逐步實(shi)現與職(zhi)(zhi)業(ye)教育(yu)貫(guan)通(tong)(tong)培養(yang)(yang)方(fang)式(shi)對(dui)接。建立(li)符合(he)專(zhuan)(zhuan)業(ye)學(xue)(xue)(xue)位研究生(sheng)教育(yu)特點(dian)的(de)選(xuan)拔培養(yang)(yang)標準,拓寬和規范在職(zhi)(zhi)人(ren)員攻讀碩士(shi)專(zhuan)(zhuan)業(ye)學(xue)(xue)(xue)位的(de)渠道(dao)。暢通(tong)(tong)一線(xian)勞(lao)動者(zhe)繼續學(xue)(xue)(xue)習深造的(de)路徑,增加有工作(zuo)經驗(yan)的(de)技術技能人(ren)才在職(zhi)(zhi)業(ye)院校(xiao)學(xue)(xue)(xue)生(sheng)中的(de)比重(zhong),建立(li)在職(zhi)(zhi)人(ren)員學(xue)(xue)(xue)習—就業(ye)—再學(xue)(xue)(xue)習的(de)通(tong)(tong)道(dao)。
3.完善高中(zhong)階(jie)段考試(shi)招(zhao)生(sheng)制度。從2015年起,各(ge)設(she)區市全部(bu)實(shi)現由教育考試(shi)招(zhao)生(sheng)機構負(fu)責高中(zhong)階(jie)段考試(shi)招(zhao)生(sheng)工作,建立高中(zhong)階(jie)段學(xue)(xue)(xue)校(xiao)(xiao)統(tong)一的網上(shang)招(zhao)生(sheng)錄(lu)取(qu)工作服(fu)務平臺和數據庫。從2016年入(ru)學(xue)(xue)(xue)新(xin)生(sheng)起,實(shi)施"文化素(su)質+專業技能"中(zhong)職學(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)業水(shui)平考試(shi)制度和學(xue)(xue)(xue)生(sheng)綜合素(su)質評(ping)價(jia)(jia)制度,對學(xue)(xue)(xue)生(sheng)思(si)想品(pin)德(de)、學(xue)(xue)(xue)業成績、身(shen)心健康(kang)、興趣特(te)長、社會實(shi)踐等綜合素(su)質進行全面科(ke)學(xue)(xue)(xue)評(ping)價(jia)(jia)。推行中(zhong)職學(xue)(xue)(xue)校(xiao)(xiao)與普通高中(zhong)學(xue)(xue)(xue)分互認、學(xue)(xue)(xue)籍互轉。
4.拓寬社會成員終(zhong)身(shen)學(xue)(xue)習(xi)通道。構建(jian)(jian)城鄉(xiang)社區教(jiao)育(yu)體(ti)(ti)(ti)系,支(zhi)持(chi)每所(suo)職業(ye)院(yuan)校開設10門(men)以(yi)上社區教(jiao)育(yu)課(ke)程。從(cong)2015年起,用5年左右(you)時間,依托(tuo)現有各(ge)類職業(ye)院(yuan)校認定100所(suo)省(sheng)級規(gui)范(fan)(fan)化社區學(xue)(xue)院(yuan)、30所(suo)省(sheng)級示范(fan)(fan)性社區學(xue)(xue)院(yuan)、300個示范(fan)(fan)性鄉(xiang)鎮社區教(jiao)育(yu)中(zhong)心,支(zhi)持(chi)創建(jian)(jian)20個國家級農(nong)村(cun)職業(ye)教(jiao)育(yu)與成人教(jiao)育(yu)示范(fan)(fan)縣。研究建(jian)(jian)設全日制(zhi)與非全日制(zhi)高等(deng)教(jiao)育(yu)課(ke)程一體(ti)(ti)(ti)化及學(xue)(xue)分(fen)互認體(ti)(ti)(ti)系。發揮各(ge)類職業(ye)院(yuan)校優(you)勢,實施"加強就業(ye)培訓(xun)提高就業(ye)與創業(ye)能(neng)(neng)力五年規(gui)劃",著(zhu)力加強對(dui)未升學(xue)(xue)初(chu)高中(zhong)畢業(ye)生、退役軍人、殘疾人、失業(ye)人員、中(zhong)小(xiao)微企(qi)業(ye)員工等(deng)群體(ti)(ti)(ti)的(de)培訓(xun);推進農(nong)民(min)工技能(neng)(neng)提升三(san)年行動(dong)計劃,對(dui)農(nong)民(min)工開展職業(ye)技能(neng)(neng)培訓(xun)。建(jian)(jian)設山東(dong)開放大學(xue)(xue),形成完善(shan)的(de)繼續教(jiao)育(yu)體(ti)(ti)(ti)系。
二、進一(yi)步提升職業(ye)教育辦(ban)學水平
5.完(wan)善職(zhi)(zhi)業(ye)院(yuan)校(xiao)(xiao)治理結(jie)構。進一(yi)步(bu)擴大(da)學(xue)(xue)(xue)校(xiao)(xiao)在人事(shi)管理、教(jiao)師(shi)評聘(pin)、收(shou)入分配、專業(ye)設置(zhi)等(deng)方面的辦(ban)學(xue)(xue)(xue)自主權。完(wan)善黨(dang)委領導下的校(xiao)(xiao)長(chang)負責制(zhi),健全學(xue)(xue)(xue)校(xiao)(xiao)內(nei)外部(bu)約束(shu)和激勵(li)機制(zhi),逐(zhu)步(bu)建立學(xue)(xue)(xue)校(xiao)(xiao)、行業(ye)、企業(ye)、社區等(deng)共(gong)同參與的學(xue)(xue)(xue)校(xiao)(xiao)理事(shi)會或董(dong)事(shi)會,明確理(董(dong))事(shi)會、校(xiao)(xiao)(院(yuan))長(chang)和教(jiao)職(zhi)(zhi)工代(dai)表大(da)會的職(zhi)(zhi)權,提升(sheng)治理能力(li),確保用好辦(ban)學(xue)(xue)(xue)自主權。2015年,各(ge)學(xue)(xue)(xue)校(xiao)(xiao)全部(bu)完(wan)成章程制(zhi)定任務。
6.實施規范(fan)(fan)管理行(xing)動計劃。制(zhi)定職業院校管理基本規范(fan)(fan)。從2015年起,推動職業院校以(yi)規范(fan)(fan)化為基本要求,依(yi)法(fa)(fa)治(zhi)教(jiao)(jiao)、依(yi)法(fa)(fa)治(zhi)校,更新管理理念、完善制(zhi)度標準(zhun)、創新運行(xing)機制(zhi)、改進(jin)方法(fa)(fa)手段,全面提(ti)升招生、學(xue)籍、課(ke)程、教(jiao)(jiao)學(xue)、教(jiao)(jiao)師等方面管理水平,建立規范(fan)(fan)辦學(xue)行(xing)為長效工作機制(zhi)。
7.推進(jin)(jin)職(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)校(xiao)課(ke)程(cheng)(cheng)改(gai)革計劃。堅持(chi)立德樹人,增(zeng)強學(xue)生可持(chi)續發展能力,完善中(zhong)職(zhi)和(he)五年制(zhi)高職(zhi)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)學(xue)標準,開發三年制(zhi)高職(zhi)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)學(xue)標準,一體化設(she)計200個左右中(zhong)職(zhi)、高職(zhi)與(yu)應用型(xing)本科相銜接的(de)(de)課(ke)程(cheng)(cheng)體系(xi),制(zhi)定文化課(ke)程(cheng)(cheng)標準,科學(xue)區分(fen)職(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)各個學(xue)段的(de)(de)課(ke)程(cheng)(cheng)難度與(yu)梯(ti)度,形成既(ji)分(fen)層(ceng)分(fen)類、又系(xi)統銜接的(de)(de)職(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學(xue)體系(xi),培育(yu)(yu)(yu)學(xue)生的(de)(de)人文、科學(xue)素(su)養和(he)職(zhi)業(ye)(ye)(ye)(ye)(ye)精神。加快普及(ji)創新(xin)(xin)創業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu),建設(she)依次遞(di)進(jin)(jin)、有機銜接、科學(xue)合理的(de)(de)創新(xin)(xin)創業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)專(zhuan)(zhuan)門課(ke)程(cheng)(cheng)群(qun),將創新(xin)(xin)創業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)納入學(xue)校(xiao)質量年度報(bao)(bao)告(gao)和(he)畢業(ye)(ye)(ye)(ye)(ye)生就業(ye)(ye)(ye)(ye)(ye)質量年度報(bao)(bao)告(gao),到2020年建立起(qi)完善的(de)(de)創新(xin)(xin)創業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)體系(xi)。
8.健全專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)(she)置與調控機制。建立專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)(she)置"負(fu)面(mian)清單"、分類撥款和信(xin)息(xi)發布制度(du),支持特色、優(you)勢(shi)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)發展,限制和取消落后(hou)、過(guo)剩專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye),形成面(mian)向市場(chang)、優(you)勝劣汰的(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)(she)置調整機制。實(shi)施品(pin)牌專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)建設(she)(she)計劃,從(cong)2015年起(qi),建設(she)(she)100個中職品(pin)牌專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)、100個高(gao)職品(pin)牌專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群,扶持60個涉農、艱苦、緊缺專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)建設(she)(she)。
9.發揮(hui)高水平職(zhi)(zhi)業院校(xiao)(xiao)(xiao)(xiao)引領(ling)作用。推進省(sheng)(sheng)級(ji)規范(fan)化中(zhong)職(zhi)(zhi)學校(xiao)(xiao)(xiao)(xiao)建(jian)設工程,2015年啟動(dong)省(sheng)(sheng)級(ji)中(zhong)職(zhi)(zhi)示范(fan)校(xiao)(xiao)(xiao)(xiao)、優質(zhi)特色校(xiao)(xiao)(xiao)(xiao)建(jian)設工程;支持激勵國(guo)(guo)家示范(fan)(骨(gu)干)性(xing)高職(zhi)(zhi)院校(xiao)(xiao)(xiao)(xiao)和省(sheng)(sheng)技能(neng)名校(xiao)(xiao)(xiao)(xiao),開(kai)展辦學模(mo)式改革創(chuang)新試(shi)點;2016年建(jian)立動(dong)態管(guan)理制度;2020年全(quan)省(sheng)(sheng)中(zhong)職(zhi)(zhi)教(jiao)育建(jian)成300所(suo)省(sheng)(sheng)級(ji)規范(fan)化學校(xiao)(xiao)(xiao)(xiao)、100所(suo)示范(fan)校(xiao)(xiao)(xiao)(xiao)和優質(zhi)特色校(xiao)(xiao)(xiao)(xiao),高職(zhi)(zhi)教(jiao)育建(jian)成20所(suo)以上在全(quan)國(guo)(guo)有影響力的(de)知名學校(xiao)(xiao)(xiao)(xiao)。
10.推動(dong)本科(ke)高(gao)(gao)校(xiao)(xiao)加強應用型人(ren)(ren)才培養(yang)(yang)。2015年,制定(ding)高(gao)(gao)等教育(yu)重點(dian)改(gai)革(ge)意見,將項目、資金(jin)、招(zhao)生等與(yu)本科(ke)高(gao)(gao)校(xiao)(xiao)重點(dian)改(gai)革(ge)掛鉤(gou),加快推進(jin)本科(ke)高(gao)(gao)校(xiao)(xiao)分類建(jian)(jian)設(she)和(he)人(ren)(ren)才培養(yang)(yang)模式改(gai)革(ge),引導本科(ke)高(gao)(gao)校(xiao)(xiao)準確定(ding)位(wei)人(ren)(ren)才培養(yang)(yang)目標,強化基礎能(neng)力建(jian)(jian)設(she),夯實學(xue)科(ke)基礎,優(you)化專業結(jie)構(gou),改(gai)進(jin)教學(xue)方法,突出(chu)辦學(xue)特色,增強對社(she)會(hui)經(jing)濟發展的適應性,提高(gao)(gao)培養(yang)(yang)高(gao)(gao)水平創(chuang)新型應用人(ren)(ren)才的能(neng)力。
11.改革專(zhuan)(zhuan)業學(xue)(xue)(xue)(xue)位(wei)碩士(shi)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)培(pei)養(yang)模(mo)式。分類(lei)推進專(zhuan)(zhuan)業碩士(shi)與學(xue)(xue)(xue)(xue)術碩士(shi)培(pei)養(yang)模(mo)式改革,調整(zheng)碩士(shi)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)類(lei)型結(jie)構,從(cong)2015年起(qi)將每年碩士(shi)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃增量主要用于專(zhuan)(zhuan)業學(xue)(xue)(xue)(xue)位(wei)碩士(shi)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),推行(xing)產(chan)學(xue)(xue)(xue)(xue)研(yan)(yan)聯(lian)合培(pei)養(yang)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)的"雙導師"制(zhi),分專(zhuan)(zhuan)業學(xue)(xue)(xue)(xue)位(wei)類(lei)型建立(li)全省教學(xue)(xue)(xue)(xue)案例庫,遴選建設(she)一批專(zhuan)(zhuan)業學(xue)(xue)(xue)(xue)位(wei)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)聯(lian)合培(pei)養(yang)基地,逐步建立(li)符合職業需求(qiu)、突出實踐能力、以產(chan)學(xue)(xue)(xue)(xue)結(jie)合為途徑(jing)的專(zhuan)(zhuan)業學(xue)(xue)(xue)(xue)位(wei)研(yan)(yan)究(jiu)(jiu)生(sheng)(sheng)(sheng)(sheng)(sheng)培(pei)養(yang)模(mo)式。
12.構建(jian)校(xiao)(xiao)(xiao)企(qi)(qi)深度融合(he)(he)(he)辦(ban)(ban)學機(ji)制(zhi)(zhi)。制(zhi)(zhi)定(ding)校(xiao)(xiao)(xiao)企(qi)(qi)合(he)(he)(he)作(zuo)(zuo)推(tui)進(jin)辦(ban)(ban)法,明確(que)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、學校(xiao)(xiao)(xiao)協同育(yu)(yu)人(ren)責(ze)任。落(luo)實(shi)校(xiao)(xiao)(xiao)企(qi)(qi)合(he)(he)(he)作(zuo)(zuo)稅(shui)收優惠(hui)政(zheng)策,推(tui)廣"引校(xiao)(xiao)(xiao)進(jin)企(qi)(qi)""引企(qi)(qi)進(jin)校(xiao)(xiao)(xiao)"等(deng)(deng)合(he)(he)(he)作(zuo)(zuo)模式。2015年研(yan)(yan)究制(zhi)(zhi)定(ding)政(zheng)策措(cuo)施,將企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)開(kai)展職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)情(qing)況納入企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)社會責(ze)任報告(gao),國有(you)大(da)中型企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)建(jian)設職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)實(shi)習實(shi)訓基(ji)地,并將專業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術人(ren)才到學校(xiao)(xiao)(xiao)任教(jiao)情(qing)況納入業(ye)(ye)(ye)(ye)(ye)績考核(he)。從2015年起,市、縣(xian)(市、區)政(zheng)府設立職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)發展基(ji)金,支(zhi)(zhi)持建(jian)設校(xiao)(xiao)(xiao)企(qi)(qi)一(yi)體化合(he)(he)(he)作(zuo)(zuo)辦(ban)(ban)學示范校(xiao)(xiao)(xiao)和(he)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。擴大(da)高校(xiao)(xiao)(xiao)合(he)(he)(he)作(zuo)(zuo)辦(ban)(ban)學自(zi)主權(quan),取消校(xiao)(xiao)(xiao)企(qi)(qi)合(he)(he)(he)作(zuo)(zuo)辦(ban)(ban)學項目數量(liang)限制(zhi)(zhi),落(luo)實(shi)校(xiao)(xiao)(xiao)企(qi)(qi)合(he)(he)(he)作(zuo)(zuo)辦(ban)(ban)學收費政(zheng)策,加大(da)對合(he)(he)(he)作(zuo)(zuo)辦(ban)(ban)學的(de)(de)(de)政(zheng)策支(zhi)(zhi)持力度。落(luo)實(shi)支(zhi)(zhi)持政(zheng)策,教(jiao)師(shi)和(he)學生擁(yong)有(you)的(de)(de)(de)知識產(chan)(chan)權(quan)的(de)(de)(de)技(ji)(ji)術開(kai)發、產(chan)(chan)品設計等(deng)(deng)成果,可依(yi)法依(yi)規(gui)在(zai)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)作(zuo)(zuo)價入股。研(yan)(yan)究制(zhi)(zhi)定(ding)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)教(jiao)學改(gai)革意見,促進(jin)學以(yi)致用(yong)(yong)、用(yong)(yong)以(yi)促學、學用(yong)(yong)相長,努力實(shi)現人(ren)才培(pei)(pei)養和(he)使用(yong)(yong)的(de)(de)(de)有(you)效對接。開(kai)展校(xiao)(xiao)(xiao)企(qi)(qi)聯合(he)(he)(he)招生、聯合(he)(he)(he)培(pei)(pei)養、一(yi)體化育(yu)(yu)人(ren)現代學徒制(zhi)(zhi)試(shi)(shi)點(dian)。啟動多(duo)元投資主體依(yi)法共建(jian)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)集(ji)團改(gai)革試(shi)(shi)點(dian),在(zai)重大(da)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)建(jian)設工(gong)程中,支(zhi)(zhi)持同步(bu)規(gui)劃覆蓋(gai)全產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈的(de)(de)(de)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)集(ji)團,促進(jin)教(jiao)育(yu)(yu)鏈和(he)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈有(you)機(ji)融合(he)(he)(he)。制(zhi)(zhi)定(ding)政(zheng)府、學校(xiao)(xiao)(xiao)、行業(ye)(ye)(ye)(ye)(ye)、企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)等(deng)(deng)多(duo)方參與的(de)(de)(de)支(zhi)(zhi)持政(zheng)策,在(zai)關系核(he)心競爭(zheng)力的(de)(de)(de)重要產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)部門,規(gui)劃建(jian)立一(yi)批企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和(he)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院校(xiao)(xiao)(xiao)緊密合(he)(he)(he)作(zuo)(zuo)的(de)(de)(de)技(ji)(ji)術技(ji)(ji)能(neng)積累(lei)創新平臺(tai)。
13.改(gai)善(shan)職業(ye)教育實(shi)(shi)訓條件(jian)。按(an)照互補原則,在(zai)(zai)統籌抓好各設區市(shi)公共實(shi)(shi)訓中心建(jian)(jian)設基(ji)(ji)(ji)礎上,從(cong)2015年起,用5年時間,以專業(ye)類別為主,在(zai)(zai)中職學(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)設800個(ge)(ge)左(zuo)右(you)具(ju)有(you)(you)教育、培訓和(he)技術服務(wu)等多種(zhong)功能(neng)的校(xiao)(xiao)內實(shi)(shi)訓基(ji)(ji)(ji)地(di)(di)(di)(di),在(zai)(zai)高(gao)職院校(xiao)(xiao)建(jian)(jian)設100個(ge)(ge)左(zuo)右(you)具(ju)有(you)(you)教學(xue)(xue)(xue)(xue)、科(ke)研(yan)、開(kai)發、生產(chan)和(he)培訓等多種(zhong)功能(neng)的校(xiao)(xiao)內實(shi)(shi)訓基(ji)(ji)(ji)地(di)(di)(di)(di),在(zai)(zai)本科(ke)高(gao)校(xiao)(xiao)建(jian)(jian)設100個(ge)(ge)左(zuo)右(you)開(kai)放(fang)式公共實(shi)(shi)踐(jian)教學(xue)(xue)(xue)(xue)基(ji)(ji)(ji)地(di)(di)(di)(di),同時支(zhi)持(chi)基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)(jian)設省(sheng)級虛擬仿真(zhen)實(shi)(shi)驗教學(xue)(xue)(xue)(xue)中心,成為技術技能(neng)積累(lei)與創新重要載(zai)體。支(zhi)持(chi)企業(ye)建(jian)(jian)設兼(jian)具(ju)生產(chan)與教學(xue)(xue)(xue)(xue)功能(neng)的公共實(shi)(shi)訓基(ji)(ji)(ji)地(di)(di)(di)(di),鼓勵學(xue)(xue)(xue)(xue)校(xiao)(xiao)把實(shi)(shi)訓實(shi)(shi)習基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)(jian)在(zai)(zai)企業(ye),企業(ye)把人(ren)才培養和(he)培訓基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)(jian)在(zai)(zai)學(xue)(xue)(xue)(xue)校(xiao)(xiao)。
14.落實"雙(shuang)師(shi)(shi)(shi)型"教(jiao)(jiao)師(shi)(shi)(shi)素質提升計(ji)劃。全(quan)面盡快(kuai)落實我省職(zhi)(zhi)業院(yuan)校(xiao)教(jiao)(jiao)職(zhi)(zhi)工編制標準、教(jiao)(jiao)師(shi)(shi)(shi)招聘、20%編制員額由學(xue)校(xiao)自主聘用(yong)兼職(zhi)(zhi)教(jiao)(jiao)師(shi)(shi)(shi)、職(zhi)(zhi)稱評價(jia)等政(zheng)策規定。從2015年(nian)起,開展中職(zhi)(zhi)學(xue)校(xiao)設(she)立正高級教(jiao)(jiao)師(shi)(shi)(shi)職(zhi)(zhi)務試點(dian),并(bing)逐步調整優化職(zhi)(zhi)業院(yuan)校(xiao)的崗(gang)位設(she)置結構比例(li);啟動本(ben)科(ke)(ke)高校(xiao)專(zhuan)業教(jiao)(jiao)師(shi)(shi)(shi)與行(xing)業企業專(zhuan)業人才互(hu)聘"雙(shuang)百計(ji)劃",實施青年(nian)技能名(ming)(ming)師(shi)(shi)(shi)建設(she)計(ji)劃和(he)"墨子杯"職(zhi)(zhi)教(jiao)(jiao)名(ming)(ming)家建設(she)計(ji)劃;建設(she)海(hai)外(wai)職(zhi)(zhi)業教(jiao)(jiao)育師(shi)(shi)(shi)資培訓基(ji)地,每年(nian)選派(pai)200名(ming)(ming)優秀教(jiao)(jiao)師(shi)(shi)(shi)赴海(hai)外(wai)研(yan)修學(xue)習(xi)。2016年(nian),建立職(zhi)(zhi)業院(yuan)校(xiao)和(he)本(ben)科(ke)(ke)高校(xiao)教(jiao)(jiao)師(shi)(shi)(shi)技能大賽制度。
三、進一步優(you)化(hua)職業(ye)教育改革發展環境
15.完(wan)善(shan)社會(hui)用人和(he)分配政策。各級政府要制(zhi)(zhi)定具體措施(shi),明(ming)確黨政機關和(he)企事(shi)業(ye)單位招(zhao)用人員,不得歧視職(zhi)業(ye)院校畢(bi)業(ye)生。從(cong)2015年起,在(zai)全省實施(shi)重點行業(ye)就業(ye)準入實施(shi)情況(kuang)年度報告(gao)和(he)發布(bu)制(zhi)(zhi)度,推廣人力資源(yuan)統計、預測、供求信(xin)息發布(bu)制(zhi)(zhi)度。鼓勵企業(ye)建立(li)高技(ji)(ji)能人才技(ji)(ji)術技(ji)(ji)能職(zhi)務津貼和(he)特殊崗位津貼制(zhi)(zhi)度。支持學校完(wan)善(shan)體現職(zhi)業(ye)院校辦(ban)學和(he)管理特點的(de)績(ji)效(xiao)(xiao)考核內部(bu)分配機制(zhi)(zhi),績(ji)效(xiao)(xiao)工資內部(bu)分配向(xiang)教學和(he)實踐一線教師傾(qing)斜(xie)。
16.建(jian)(jian)立(li)(li)經(jing)費(fei)穩定投(tou)入機制(zhi)。"十三(san)五"期間(jian),各(ge)級政府要(yao)將教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)財政經(jing)費(fei)增量向(xiang)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)傾斜。將職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)繼(ji)續作為省級區(qu)域發展資(zi)金切塊資(zi)金的(de)投(tou)入方(fang)向(xiang)和(he)(he)(he)領域,加(jia)(jia)大(da)對職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)辦(ban)學(xue)條件(jian)改善和(he)(he)(he)內涵建(jian)(jian)設(she)的(de)支持力(li)度(du)。2015年(nian),全面落實中(zhong)職(zhi)(zhi)學(xue)校(xiao)(xiao)生(sheng)均(jun)經(jing)費(fei)撥(bo)(bo)款(kuan)標(biao)準,探索建(jian)(jian)立(li)(li)學(xue)生(sheng)跨區(qu)域入學(xue)中(zhong)職(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)辦(ban)學(xue)成本(ben)的(de)合理分擔(dan)機制(zhi)。2016年(nian),公(gong)辦(ban)高(gao)(gao)職(zhi)(zhi)高(gao)(gao)專院校(xiao)(xiao)生(sheng)均(jun)撥(bo)(bo)款(kuan)標(biao)準達(da)到(dao)(dao)1.1萬(wan)元,2017年(nian)達(da)到(dao)(dao)1.2萬(wan)元;提高(gao)(gao)公(gong)辦(ban)技師學(xue)院生(sheng)均(jun)撥(bo)(bo)款(kuan)標(biao)準。建(jian)(jian)立(li)(li)市、縣級政府職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)經(jing)費(fei)投(tou)入績(ji)效評價、審計(ji)公(gong)告、預決算公(gong)開(kai)(kai)制(zhi)度(du);落實教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)費(fei)附(fu)加(jia)(jia)不低(di)于(yu)30%和(he)(he)(he)地方(fang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)附(fu)加(jia)(jia)不低(di)于(yu)30%用于(yu)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)政策,向(xiang)社(she)會公(gong)開(kai)(kai)使(shi)用情況。制(zhi)定具體實施(shi)意見,對不按規定提取(qu)和(he)(he)(he)使(shi)用教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)培訓經(jing)費(fei)并拒不改正的(de)企(qi)業(ye)(ye)(ye),由各(ge)級政府依法(fa)收(shou)取(qu)企(qi)業(ye)(ye)(ye)應當承(cheng)擔(dan)的(de)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)經(jing)費(fei),統(tong)籌用于(yu)本(ben)地區(qu)的(de)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)。逐步化解公(gong)辦(ban)中(zhong)、高(gao)(gao)職(zhi)(zhi)院校(xiao)(xiao)債務(wu)。
17.健全(quan)職(zhi)(zhi)業(ye)教(jiao)育管理(li)體(ti)(ti)制(zhi)。加強統籌(chou)(chou)規(gui)劃(hua),支持以市或(huo)縣(xian)(市、區)為(wei)單位,推進技工學(xue)校(xiao)(xiao)與其他中(zhong)(zhong)(zhong)職(zhi)(zhi)學(xue)校(xiao)(xiao)的有機融合和(he)優化(hua)整合;根據高(gao)等學(xue)校(xiao)(xiao)設置制(zhi)度規(gui)定和(he)區域產(chan)業(ye)布局(ju)需要,逐(zhu)步將(jiang)符合條件(jian)的技師(shi)學(xue)院納(na)入高(gao)等學(xue)校(xiao)(xiao)序列。完善以省為(wei)主統籌(chou)(chou)規(gui)劃(hua)高(gao)等職(zhi)(zhi)業(ye)教(jiao)育體(ti)(ti)制(zhi);健全(quan)以市為(wei)主統籌(chou)(chou)規(gui)劃(hua)中(zhong)(zhong)(zhong)等職(zhi)(zhi)業(ye)教(jiao)育體(ti)(ti)制(zhi);明確縣(xian)級(ji)政府發展中(zhong)(zhong)(zhong)等職(zhi)(zhi)業(ye)教(jiao)育責(ze)任,將(jiang)普(pu)及高(gao)中(zhong)(zhong)(zhong)階段教(jiao)育重點放在中(zhong)(zhong)(zhong)等職(zhi)(zhi)業(ye)教(jiao)育,實現中(zhong)(zhong)(zhong)職(zhi)(zhi)學(xue)校(xiao)(xiao)和(he)普(pu)通高(gao)中(zhong)(zhong)(zhong)辦學(xue)條件(jian)、辦學(xue)規(gui)模大體(ti)(ti)相當。
18.支(zhi)持(chi)社(she)(she)會(hui)力量興辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)教育(yu)(yu)。落(luo)實《山東省人民(min)政(zheng)府關于貫徹國(guo)發(fa)〔2014〕60號文件創新重點(dian)(dian)領域(yu)投融資(zi)機(ji)制(zhi)鼓勵社(she)(she)會(hui)投資(zi)的實施意見》(魯政(zheng)發(fa)〔2015〕12號)等相關規定,開展民(min)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)分類(lei)管(guan)(guan)(guan)理(li)試點(dian)(dian),支(zhi)持(chi)各類(lei)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)主(zhu)體通(tong)(tong)過(guo)獨資(zi)、合資(zi)、合作等多種形式舉(ju)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)教育(yu)(yu)。發(fa)展股份制(zhi)、混合所(suo)(suo)有制(zhi)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao),允許(xu)以資(zi)本、知識(shi)、技術、管(guan)(guan)(guan)理(li)等要(yao)素參(can)與辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)并(bing)享(xiang)(xiang)有相應權益;開展社(she)(she)會(hui)力量參(can)與公(gong)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)改(gai)(gai)革(ge)建立混合所(suo)(suo)有制(zhi)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)試點(dian)(dian),允許(xu)社(she)(she)會(hui)力量通(tong)(tong)過(guo)購買、承租、委托管(guan)(guan)(guan)理(li)等方式改(gai)(gai)造(zao)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)活力不(bu)足的公(gong)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao);鼓勵企業(ye)(ye)(ye)(ye)和公(gong)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)合作舉(ju)辦(ban)(ban)(ban)(ban)(ban)混合所(suo)(suo)有制(zhi)性質的二級學(xue)(xue)院(yuan)(yuan)。完善財政(zheng)貼息貸(dai)款等政(zheng)策(ce),健全民(min)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)融資(zi)機(ji)制(zhi);完善民(min)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)教育(yu)(yu)收費管(guan)(guan)(guan)理(li)制(zhi)度(du),形成(cheng)由市場(chang)決定的價格形成(cheng)機(ji)制(zhi)。2016年,擴大非營利性民(min)辦(ban)(ban)(ban)(ban)(ban)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)教師與公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)教師享(xiang)(xiang)受(shou)同樣社(she)(she)會(hui)保(bao)障待(dai)遇試點(dian)(dian)范圍。
19.健(jian)全職(zhi)業(ye)教(jiao)育督(du)(du)(du)導(dao)(dao)和(he)研(yan)究制度(du)。健(jian)全綜(zong)合(he)(he)督(du)(du)(du)導(dao)(dao)和(he)專項督(du)(du)(du)導(dao)(dao)相結(jie)(jie)合(he)(he)的督(du)(du)(du)導(dao)(dao)評估(gu)機(ji)(ji)制,完善職(zhi)業(ye)教(jiao)育督(du)(du)(du)導(dao)(dao)報(bao)告公布制度(du),并將督(du)(du)(du)導(dao)(dao)結(jie)(jie)果作為對被督(du)(du)(du)導(dao)(dao)單位及其主(zhu)要負責人(ren)考核的重要依(yi)據。培植職(zhi)業(ye)教(jiao)育研(yan)究智庫,各級政(zheng)府要設立專家咨詢委員會。積極創建(jian)山東(dong)國家職(zhi)業(ye)教(jiao)育創新(xin)發展(zhan)試驗(yan)區。推動修訂(ding)《山東(dong)省職(zhi)業(ye)教(jiao)育條例》。各級政(zheng)府及有關(guan)部門要建(jian)立健(jian)全職(zhi)業(ye)教(jiao)育重要事(shi)項立項督(du)(du)(du)查(cha)機(ji)(ji)制。省政(zheng)府每季度(du)調(diao)度(du)一(yi)次(ci)工作進(jin)展(zhan),每半年調(diao)度(du)一(yi)次(ci)政(zheng)策(ce)落(luo)實績效情況,并根據調(diao)度(du)情況適時開展(zhan)實地督(du)(du)(du)查(cha)。
