為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。

副院長郭鵬匯報了(le)優質(zhi)校項目(mu)建(jian)設(she)(she)整體推進情況,各(ge)項目(mu)組負責(ze)人匯報了(le)9個項目(mu)建(jian)設(she)(she)推進情況,資(zi)產(chan)(chan)管理(li)處(chu)(chu)、財務(wu)處(chu)(chu)匯報了(le)資(zi)產(chan)(chan)采(cai)購、資(zi)金(jin)支出(chu)(chu)進展情況。會議指出(chu)(chu),自(zi)優質(zhi)校立項建(jian)設(she)(she)特別(bie)是今(jin)年(nian)以來,學院把優質(zhi)校建(jian)設(she)(she)作(zuo)為(wei)(wei)工(gong)作(zuo)主線,加強頂層設(she)(she)計(ji)、統籌整體推進,強化工(gong)作(zuo)落實,各(ge)個項目(mu)建(jian)設(she)(she)按(an)照(zhao)進度(du)全面展開,部分建(jian)設(she)(she)任務(wu)提前(qian)完成預(yu)期目(mu)標(biao),整個建(jian)設(she)(she)工(gong)作(zuo)取(qu)得了(le)重要階段性成績(ji)。當(dang)前(qian),優質(zhi)校建(jian)設(she)(she)時間緊(jin)、任務(wu)重、要求高(gao),建(jian)設(she)(she)過程中仍存在整體推進較為(wei)(wei)緩(huan)慢,重點指標(biao)成績(ji)不夠突出(chu)(chu),個別(bie)建(jian)設(she)(she)項目(mu)遇到瓶頸,資(zi)產(chan)(chan)招標(biao)、資(zi)金(jin)支出(chu)(chu)滯(zhi)后等問(wen)題(ti),必須引起高(gao)度(du)重視,采(cai)取(qu)更加有(you)力的措施認真加以解決。
院(yuan)(yuan)長秦河對(dui)做(zuo)(zuo)(zuo)好下一(yi)(yi)步優(you)質(zhi)(zhi)(zhi)校項(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)作(zuo)進(jin)行了安(an)排部(bu)(bu)署。秦河強(qiang)調,一(yi)(yi)是(shi)要(yao)(yao)(yao)牢固樹立(li)(li)質(zhi)(zhi)(zhi)量(liang)意識,把(ba)(ba)保證(zheng)質(zhi)(zhi)(zhi)量(liang)貫徹優(you)質(zhi)(zhi)(zhi)校建(jian)(jian)(jian)設(she)的(de)(de)(de)(de)始終(zhong),切實(shi)(shi)把(ba)(ba)建(jian)(jian)(jian)設(she)目(mu)(mu)標(biao)落(luo)(luo)腳到創新辦(ban)學(xue)體制(zhi)機制(zhi)、增強(qiang)社會(hui)服務(wu)能力、提(ti)高人才(cai)培養質(zhi)(zhi)(zhi)量(liang)、提(ti)升學(xue)院(yuan)(yuan)綜(zong)合實(shi)(shi)力上來,工(gong)(gong)(gong)作(zuo)要(yao)(yao)(yao)做(zuo)(zuo)(zuo)實(shi)(shi)做(zuo)(zuo)(zuo)細,成(cheng)效(xiao)要(yao)(yao)(yao)務(wu)實(shi)(shi)可見,堅決杜絕搞(gao)“花架子(zi)”“空殼子(zi)”。二是(shi)要(yao)(yao)(yao)加(jia)快(kuai)項(xiang)(xiang)目(mu)(mu)整體推進(jin),強(qiang)化時(shi)間觀念和(he)效(xiao)率意識,要(yao)(yao)(yao)進(jin)一(yi)(yi)步加(jia)強(qiang)對(dui)項(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)設(she)的(de)(de)(de)(de)統籌協調、調度落(luo)(luo)實(shi)(shi),建(jian)(jian)(jian)設(she)任務(wu)建(jian)(jian)(jian)立(li)(li)臺賬(zhang)、進(jin)榜上墻。要(yao)(yao)(yao)正確(que)處理項(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)設(she)和(he)常規工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)關系,必要(yao)(yao)(yao)時(shi)加(jia)班加(jia)點推進(jin)建(jian)(jian)(jian)設(she)進(jin)度。資(zi)產采購、資(zi)金支(zhi)出要(yao)(yao)(yao)打好工(gong)(gong)(gong)作(zuo)提(ti)前量(liang),確(que)保按時(shi)保質(zhi)(zhi)(zhi)完成(cheng)工(gong)(gong)(gong)作(zuo)任務(wu)。三是(shi)要(yao)(yao)(yao)突(tu)(tu)出重(zhong)點建(jian)(jian)(jian)設(she)指標(biao),要(yao)(yao)(yao)抓住優(you)質(zhi)(zhi)(zhi)校評估體系中權重(zhong)大的(de)(de)(de)(de)部(bu)(bu)分(fen),在(zai)國家(jia)級、省(sheng)級標(biao)志(zhi)性成(cheng)果(guo)方面(mian)實(shi)(shi)現(xian)突(tu)(tu)破(po)。要(yao)(yao)(yao)把(ba)(ba)核心(xin)期刊論文數量(liang)等(deng)具有橫向可比(bi)性的(de)(de)(de)(de)量(liang)化指標(biao)作(zuo)為建(jian)(jian)(jian)設(she)重(zhong)點,健全激勵(li)機制(zhi),強(qiang)化重(zhong)點補短,推動建(jian)(jian)(jian)設(she)期內多出成(cheng)果(guo)、快(kuai)出成(cheng)果(guo),提(ti)升學(xue)院(yuan)(yuan)競爭力。四(si)是(shi)要(yao)(yao)(yao)抓好難點工(gong)(gong)(gong)作(zuo)落(luo)(luo)實(shi)(shi),要(yao)(yao)(yao)進(jin)一(yi)(yi)步創新工(gong)(gong)(gong)作(zuo)思路,對(dui)于難度比(bi)較大的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)項(xiang)(xiang)目(mu)(mu),要(yao)(yao)(yao)樹立(li)(li)目(mu)(mu)標(biao)意識,全力以赴攻堅克難,必要(yao)(yao)(yao)時(shi)尋找替代方案,確(que)保工(gong)(gong)(gong)作(zuo)目(mu)(mu)標(biao)完成(cheng)。對(dui)于確(que)實(shi)(shi)需(xu)要(yao)(yao)(yao)作(zuo)出調整的(de)(de)(de)(de)項(xiang)(xiang)目(mu)(mu),必須充分(fen)進(jin)行論證(zheng),提(ti)交(jiao)黨委會(hui)研究決定。
秦河要(yao)求,各單位、各部門要(yao)牢固樹立(li)(li)一(yi)(yi)盤棋思想(xiang),服從、服務于優(you)質(zhi)校(xiao)(xiao)(xiao)建(jian)設(she)的(de)大(da)局(ju),單位(部門)負責人要(yao)將優(you)質(zhi)校(xiao)(xiao)(xiao)建(jian)設(she)的(de)緊(jin)迫意(yi)識(shi)(shi)傳導給廣大(da)教職(zhi)工(gong),消(xiao)除畏難和抵觸情緒,把思想(xiang)統一(yi)(yi)到完成優(you)質(zhi)校(xiao)(xiao)(xiao)建(jian)設(she)目標、促進(jin)(jin)學校(xiao)(xiao)(xiao)發展(zhan)上來;創(chuang)優(you)辦要(yao)進(jin)(jin)一(yi)(yi)步(bu)加強工(gong)作統籌,整體(ti)把控任(ren)務完成進(jin)(jin)度(du)和質(zhi)量(liang);各項目組要(yao)加強與創(chuang)優(you)辦的(de)溝(gou)通協調,推動各項具體(ti)工(gong)作往前推進(jin)(jin);廣大(da)教職(zhi)要(yao)繼續保持緊(jin)張、有序的(de)工(gong)作作風,進(jin)(jin)一(yi)(yi)步(bu)樹立(li)(li)大(da)局(ju)意(yi)識(shi)(shi),立(li)(li)足本職(zhi)工(gong)作、弘揚奉(feng)獻精神、狠抓工(gong)作落實,為優(you)質(zhi)校(xiao)(xiao)(xiao)建(jian)設(she)添磚加瓦。
