
全國(guo)教育(yu)(yu)人(ren)才(cai)工作會議7月22日在京召開。教育(yu)(yu)部(bu)黨組書記、部(bu)長(chang)袁(yuan)貴仁出席(xi)會議并講話。他強調(diao),要(yao)按(an)照胡(hu)錦濤總書記“七(qi)一(yi)(yi)”重要(yao)講話要(yao)求,全面(mian)落實(shi)教育(yu)(yu)規(gui)劃(hua)綱要(yao)和(he)人(ren)才(cai)規(gui)劃(hua)綱要(yao),進一(yi)(yi)步統(tong)一(yi)(yi)認識、明確任務,為推(tui)動教育(yu)(yu)事業科學發(fa)展和(he)實(shi)現“十二(er)五(wu)”規(gui)劃(hua)目標(biao)、全面(mian)建設(she)小康(kang)社會提供強有(you)力(li)的人(ren)才(cai)保證(zheng)和(he)智力(li)支撐。
袁貴仁指出,胡(hu)錦濤(tao)總書記在慶(qing)祝中(zhong)(zhong)國(guo)共產黨(dang)成立90周年大(da)會(hui)上(shang)的重(zhong)要講話,對人(ren)(ren)才(cai)(cai)和(he)人(ren)(ren)才(cai)(cai)工作作了(le)全面深刻的論述,深刻闡釋了(le)人(ren)(ren)才(cai)(cai)在黨(dang)和(he)國(guo)家工作中(zhong)(zhong)的極端重(zhong)要性。7月20日的中(zhong)(zhong)央人(ren)(ren)才(cai)(cai)工作協(xie)調小組第(di)三(san)十二(er)次會(hui)議,明確要求(qiu)(qiu)(qiu)進一步樹立科學(xue)發展(zhan)人(ren)(ren)才(cai)(cai)觀,加(jia)大(da)人(ren)(ren)才(cai)(cai)工作力度。我(wo)們要按照中(zhong)(zhong)央要求(qiu)(qiu)(qiu),堅(jian)定不(bu)移(yi)地(di)走人(ren)(ren)才(cai)(cai)強(qiang)教(jiao)、人(ren)(ren)才(cai)(cai)強(qiang)校之路,集(ji)中(zhong)(zhong)力量建設好(hao)以教(jiao)師(shi)為主體的高(gao)素(su)質教(jiao)育(yu)人(ren)(ren)才(cai)(cai)隊伍,把優秀(xiu)人(ren)(ren)才(cai)(cai)集(ji)聚到科教(jiao)興國(guo)、人(ren)(ren)才(cai)(cai)強(qiang)國(guo)的偉大(da)事業中(zhong)(zhong)來(lai)。這是(shi)黨(dang)中(zhong)(zhong)央國(guo)務院的明確要求(qiu)(qiu)(qiu),是(shi)教(jiao)育(yu)改革發展(zhan)的重(zhong)要經驗,是(shi)辦好(hao)人(ren)(ren)民滿(man)意教(jiao)育(yu)的迫(po)切需要,是(shi)實現教(jiao)育(yu)由(you)大(da)變強(qiang)的必然選(xuan)擇。
袁貴仁強調,必(bi)須清醒地(di)認識(shi)到,與教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改革(ge)(ge)(ge)發(fa)展(zhan)(zhan)的(de)(de)要(yao)(yao)求相比,與經濟社會發(fa)展(zhan)(zhan)的(de)(de)需(xu)要(yao)(yao)相比,我國(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)工(gong)作(zuo)(zuo)總體上還不適應。做(zuo)好新(xin)(xin)形勢下教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)工(gong)作(zuo)(zuo),要(yao)(yao)堅(jian)持黨(dang)管人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)原則,確立教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)優先發(fa)展(zhan)(zhan)的(de)(de)戰略布局,培養(yang)和造(zao)就(jiu)一(yi)(yi)(yi)支品(pin)德高(gao)尚、業(ye)(ye)務精湛、結構合(he)理(li)、充滿活力(li)的(de)(de)高(gao)素(su)質(zhi)(zhi)(zhi)、專業(ye)(ye)化(hua)、創(chuang)新(xin)(xin)型教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)。一(yi)(yi)(yi)是(shi)(shi)加強師德建設和能(neng)力(li)開(kai)發(fa),著力(li)建設高(gao)素(su)質(zhi)(zhi)(zhi)專業(ye)(ye)化(hua)教(jiao)(jiao)(jiao)(jiao)師隊(dui)(dui)伍(wu)(wu)(wu)(wu)。要(yao)(yao)進一(yi)(yi)(yi)步加強和改進師德建設,全面提高(gao)中小學(xue)教(jiao)(jiao)(jiao)(jiao)師素(su)質(zhi)(zhi)(zhi),加強職業(ye)(ye)學(xue)校“雙師型”教(jiao)(jiao)(jiao)(jiao)師隊(dui)(dui)伍(wu)(wu)(wu)(wu)建設,建設高(gao)素(su)質(zhi)(zhi)(zhi)高(gao)校教(jiao)(jiao)(jiao)(jiao)師隊(dui)(dui)伍(wu)(wu)(wu)(wu)。二(er)是(shi)(shi)推進開(kai)放(fang)培養(yang)和管理(li)創(chuang)新(xin)(xin),著力(li)造(zao)就(jiu)高(gao)層次教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)。要(yao)(yao)培養(yang)造(zao)就(jiu)一(yi)(yi)(yi)批(pi)具有(you)國(guo)際(ji)影響的(de)(de)學(xue)科領軍人(ren)(ren)(ren)(ren)(ren)(ren)才(cai),培養(yang)造(zao)就(jiu)一(yi)(yi)(yi)批(pi)教(jiao)(jiao)(jiao)(jiao)書育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)、立德樹人(ren)(ren)(ren)(ren)(ren)(ren)的(de)(de)教(jiao)(jiao)(jiao)(jiao)學(xue)名(ming)師,培養(yang)造(zao)就(jiu)一(yi)(yi)(yi)批(pi)有(you)真(zhen)才(cai)實(shi)學(xue)、真(zhen)知灼見(jian)的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)家。三是(shi)(shi)抓住薄弱環節,著力(li)培養(yang)開(kai)發(fa)急需(xu)緊(jin)缺教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai),尤其要(yao)(yao)加強學(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)、農村學(xue)校人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)、民(min)族(zu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)、特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)(wu)建設。四(si)是(shi)(shi)堅(jian)持改革(ge)(ge)(ge)創(chuang)新(xin)(xin),著力(li)推進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)制度(du)建設。切(qie)實(shi)轉(zhuan)變教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)管理(li)方(fang)式(shi),完善(shan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)激勵(li)保(bao)障制度(du),深化(hua)學(xue)校用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)制度(du)改革(ge)(ge)(ge)。
袁貴仁要求,要加(jia)(jia)強(qiang)領導,把教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)各項(xiang)任務落到實處。一是把教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)擺上更加(jia)(jia)突出(chu)的(de)(de)位置。各地(di)各校要加(jia)(jia)強(qiang)對教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)統(tong)籌規劃、政策研究和(he)宏觀指導,建(jian)立人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)目(mu)標責任制。二是解(jie)(jie)決教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)中的(de)(de)突出(chu)問(wen)題。各地(di)各校要深入調查(cha)研究,有針對性地(di)拿出(chu)解(jie)(jie)決辦法和(he)有效措施(shi)。三是統(tong)籌實施(shi)好高素(su)質教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培養工(gong)(gong)(gong)程與(yu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)規劃提出(chu)的(de)(de)重大人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)項(xiang)目(mu)。四是建(jian)立完(wan)善教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)支撐體系。推進教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)信(xin)息化(hua)建(jian)設,加(jia)(jia)強(qiang)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)者隊伍建(jian)設,建(jian)立教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)人(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)(zuo)專家咨詢(xun)委(wei)員會。
會上,清華(hua)大(da)學(xue)、福建省教(jiao)育廳(ting)、廣西壯(zhuang)族自治區教(jiao)育廳(ting)、上海交通大(da)學(xue)分別就(jiu)高(gao)校教(jiao)師(shi)隊伍(wu)建設(she)、中小學(xue)教(jiao)師(shi)隊伍(wu)建設(she)、中職教(jiao)師(shi)隊伍(wu)建設(she)和青年(nian)教(jiao)師(shi)隊伍(wu)建設(she)的經驗做法作了交流發言。
