一(yi)、堅持興國必先強師(shi),深(shen)刻認識教師(shi)隊伍建設的重要意(yi)義和總體要求
1.戰略意(yi)義(yi)。教(jiao)(jiao)師承(cheng)擔著傳播(bo)知(zhi)識、傳播(bo)思想、傳播(bo)真理的歷史使命,肩(jian)負著塑(su)造(zao)靈魂、塑(su)造(zao)生命、塑(su)造(zao)人(ren)的時代重(zhong)任(ren),是(shi)教(jiao)(jiao)育發展的第一資源(yuan),是(shi)國家富強、民族振(zhen)興、人(ren)民幸福的重(zhong)要基(ji)石。黨(dang)(dang)和國家歷來高度重(zhong)視教(jiao)(jiao)師工作。黨(dang)(dang)的十八大(da)以來,以習近平同志為核心的黨(dang)(dang)中(zhong)央將教(jiao)(jiao)師隊伍建設擺在突出(chu)位(wei)置,作出(chu)一系列重(zhong)大(da)決策部(bu)署,各(ge)地區(qu)各(ge)部(bu)門和各(ge)級(ji)各(ge)類學校采取有(you)力措施認(ren)真貫徹落實,教(jiao)(jiao)師隊伍建設取得顯著成就。廣大(da)教(jiao)(jiao)師牢(lao)記(ji)使命、不忘初衷,愛崗敬業、教(jiao)(jiao)書育人(ren),改革創新、服務社(she)會,作出(chu)了重(zhong)要貢獻。
當今世界(jie)正處在(zai)大(da)發(fa)展(zhan)(zhan)大(da)變(bian)革(ge)大(da)調整之中(zhong),新(xin)(xin)一輪科(ke)技和(he)工業革(ge)命(ming)正在(zai)孕(yun)育(yu),新(xin)(xin)的(de)(de)(de)(de)(de)增長(chang)動能(neng)不(bu)斷積聚。中(zhong)國(guo)特(te)色社(she)會(hui)主(zhu)(zhu)義進入了(le)新(xin)(xin)時(shi)代(dai)(dai),開啟了(le)全(quan)(quan)(quan)面建(jian)設(she)社(she)會(hui)主(zhu)(zhu)義現(xian)代(dai)(dai)化國(guo)家的(de)(de)(de)(de)(de)新(xin)(xin)征程(cheng)。我國(guo)社(she)會(hui)主(zhu)(zhu)要(yao)矛(mao)盾(dun)已(yi)經轉(zhuan)化為(wei)人(ren)民(min)(min)日(ri)益增長(chang)的(de)(de)(de)(de)(de)美好(hao)生活需(xu)(xu)要(yao)和(he)不(bu)平衡不(bu)充分(fen)的(de)(de)(de)(de)(de)發(fa)展(zhan)(zhan)之間的(de)(de)(de)(de)(de)矛(mao)盾(dun),人(ren)民(min)(min)對(dui)(dui)公(gong)平而有(you)質量(liang)的(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)(de)(de)向往更加(jia)迫(po)切。面對(dui)(dui)新(xin)(xin)方(fang)位、新(xin)(xin)征程(cheng)、新(xin)(xin)使(shi)命(ming),教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建(jian)設(she)還(huan)不(bu)能(neng)完全(quan)(quan)(quan)適應。有(you)的(de)(de)(de)(de)(de)地(di)方(fang)對(dui)(dui)教(jiao)(jiao)(jiao)育(yu)和(he)教(jiao)(jiao)(jiao)師(shi)工作(zuo)(zuo)重(zhong)視不(bu)夠,在(zai)教(jiao)(jiao)(jiao)育(yu)事業發(fa)展(zhan)(zhan)中(zhong)重(zhong)硬件輕(qing)軟件、重(zhong)外(wai)延輕(qing)內涵的(de)(de)(de)(de)(de)現(xian)象還(huan)比(bi)較突(tu)出,對(dui)(dui)教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建(jian)設(she)的(de)(de)(de)(de)(de)支持(chi)力(li)度亟(ji)須(xu)(xu)加(jia)大(da);師(shi)范教(jiao)(jiao)(jiao)育(yu)體系有(you)所削弱,對(dui)(dui)師(shi)范院校(xiao)支持(chi)不(bu)夠;有(you)的(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)師(shi)素(su)質能(neng)力(li)難以(yi)適應新(xin)(xin)時(shi)代(dai)(dai)人(ren)才培養需(xu)(xu)要(yao),思想政治素(su)質和(he)師(shi)德(de)水(shui)平需(xu)(xu)要(yao)提升,專業化水(shui)平需(xu)(xu)要(yao)提高;教(jiao)(jiao)(jiao)師(shi)特(te)別是(shi)中(zhong)小學(xue)教(jiao)(jiao)(jiao)師(shi)職業吸引力(li)不(bu)足,地(di)位待遇有(you)待提高;教(jiao)(jiao)(jiao)師(shi)城(cheng)鄉結(jie)構、學(xue)科(ke)結(jie)構分(fen)布不(bu)盡(jin)合理(li),準入、招聘、交流(liu)、退(tui)出等機(ji)制(zhi)還(huan)不(bu)夠完善,管理(li)體制(zhi)機(ji)制(zhi)亟(ji)須(xu)(xu)理(li)順。時(shi)代(dai)(dai)越是(shi)向前,知(zhi)識(shi)和(he)人(ren)才的(de)(de)(de)(de)(de)重(zhong)要(yao)性(xing)就愈(yu)發(fa)突(tu)出,教(jiao)(jiao)(jiao)育(yu)和(he)教(jiao)(jiao)(jiao)師(shi)的(de)(de)(de)(de)(de)地(di)位和(he)作(zuo)(zuo)用(yong)就愈(yu)發(fa)凸顯(xian)。各級黨委(wei)和(he)政府(fu)要(yao)從戰(zhan)略(lve)和(he)全(quan)(quan)(quan)局高度充分(fen)認識(shi)教(jiao)(jiao)(jiao)師(shi)工作(zuo)(zuo)的(de)(de)(de)(de)(de)極端重(zhong)要(yao)性(xing),把全(quan)(quan)(quan)面加(jia)強教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建(jian)設(she)作(zuo)(zuo)為(wei)一項重(zhong)大(da)政治任務和(he)根本性(xing)民(min)(min)生工程(cheng)切實抓緊(jin)抓好(hao)。
2.指導(dao)思(si)想(xiang)。全(quan)(quan)面(mian)(mian)貫(guan)徹落實(shi)黨(dang)的(de)(de)(de)十九大精(jing)神(shen),以(yi)習近平新時代中國特色社會(hui)(hui)主(zhu)義思(si)想(xiang)為指導(dao),緊(jin)緊(jin)圍繞統(tong)籌(chou)推(tui)進(jin)“五位一(yi)體(ti)(ti)”總體(ti)(ti)布局(ju)和(he)協調推(tui)進(jin)“四個全(quan)(quan)面(mian)(mian)”戰略布局(ju),堅持(chi)(chi)和(he)加(jia)強黨(dang)的(de)(de)(de)全(quan)(quan)面(mian)(mian)領導(dao),堅持(chi)(chi)以(yi)人(ren)(ren)民為中心的(de)(de)(de)發展(zhan)思(si)想(xiang),堅持(chi)(chi)全(quan)(quan)面(mian)(mian)深化改(gai)革(ge),牢固樹立(li)(li)新發展(zhan)理(li)念,全(quan)(quan)面(mian)(mian)貫(guan)徹黨(dang)的(de)(de)(de)教育方針,堅持(chi)(chi)社會(hui)(hui)主(zhu)義辦學方向,落實(shi)立(li)(li)德(de)樹人(ren)(ren)根本任(ren)務,遵(zun)循教育規(gui)律(lv)和(he)教師(shi)(shi)成(cheng)長發展(zhan)規(gui)律(lv),加(jia)強師(shi)(shi)德(de)師(shi)(shi)風建設,培(pei)養高素質教師(shi)(shi)隊伍(wu),倡導(dao)全(quan)(quan)社會(hui)(hui)尊師(shi)(shi)重教,形成(cheng)優秀(xiu)人(ren)(ren)才爭相從教、教師(shi)(shi)人(ren)(ren)人(ren)(ren)盡展(zhan)其才、好(hao)教師(shi)(shi)不斷涌現的(de)(de)(de)良好(hao)局(ju)面(mian)(mian)。
3.基本原則
——確保(bao)方向。堅持(chi)黨(dang)(dang)(dang)管干部、黨(dang)(dang)(dang)管人才,堅持(chi)依法治教(jiao)、依法執(zhi)教(jiao),堅持(chi)嚴(yan)格管理監督與激勵關(guan)懷(huai)相結合,充分發揮黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組)的(de)領導和(he)把關(guan)作用,確保(bao)黨(dang)(dang)(dang)牢(lao)牢(lao)掌握教(jiao)師隊(dui)伍(wu)建設(she)的(de)領導權(quan),保(bao)證教(jiao)師隊(dui)伍(wu)建設(she)正確的(de)政治方向。
——強化保障(zhang)。堅持教育(yu)優(you)先發展(zhan)戰略,把(ba)教師(shi)(shi)工(gong)作(zuo)置于教育(yu)事(shi)業發展(zhan)的重點支(zhi)持戰略領域,優(you)先謀(mou)劃教師(shi)(shi)工(gong)作(zuo),優(you)先保障(zhang)教師(shi)(shi)工(gong)作(zuo)投入,優(you)先滿足教師(shi)(shi)隊(dui)伍建設需要。
——突出師德。把(ba)提高教(jiao)師思想(xiang)政治素質和職業(ye)道(dao)德水平(ping)擺(bai)在首要位(wei)置,把(ba)社會(hui)主義核心價值觀貫(guan)穿(chuan)教(jiao)書(shu)育人全過程,突出全員(yuan)全方位(wei)全過程師德養成(cheng),推動教(jiao)師成(cheng)為先進(jin)思想(xiang)文化(hua)的(de)傳播者、黨執政的(de)堅定支持者、學生健康成(cheng)長的(de)指導者。
——深化改(gai)革。抓住關(guan)鍵環節,優化頂層設計,推(tui)動實(shi)踐探索,破解發展瓶(ping)頸,把管(guan)理(li)體制(zhi)(zhi)改(gai)革與機制(zhi)(zhi)創新作為突破口,把提(ti)高教(jiao)師(shi)地位待遇作為真招實(shi)招,增強教(jiao)師(shi)職業(ye)吸引力。
——分類施(shi)策。立(li)足我(wo)國(guo)國(guo)情,借鑒國(guo)際經驗(yan),根據各(ge)級各(ge)類教師(shi)的(de)不(bu)同特(te)點和(he)發(fa)展實際,考慮(lv)區域、城鄉、校際差(cha)異,采取有針對性(xing)的(de)政(zheng)策舉措,定向發(fa)力,重(zhong)視(shi)專(zhuan)業發(fa)展,培(pei)養一(yi)批教師(shi);加大資(zi)源供給,補充一(yi)批教師(shi);創新(xin)體(ti)制(zhi)機制(zhi),激活一(yi)批教師(shi);優化隊伍結構(gou),調配一(yi)批教師(shi)。
4.目標任(ren)務。經過5年左右努力(li)(li),教(jiao)師培養(yang)培訓體系基本(ben)健(jian)全,職業發(fa)展(zhan)通道比(bi)較暢通,事(shi)權(quan)人權(quan)財(cai)權(quan)相統(tong)一的教(jiao)師管理體制普遍(bian)建立,待遇提升(sheng)保障(zhang)機制更加(jia)完善,教(jiao)師職業吸引(yin)力(li)(li)明顯增強。教(jiao)師隊伍規模(mo)、結構、素(su)質(zhi)能(neng)力(li)(li)基本(ben)滿足各(ge)級各(ge)類(lei)教(jiao)育發(fa)展(zhan)需要(yao)。
到(dao)2035年,教(jiao)(jiao)師(shi)(shi)(shi)綜(zong)合素質、專業(ye)化水平和(he)創新能(neng)力(li)大幅提(ti)升,培養造(zao)就數以百萬(wan)(wan)計的(de)骨干教(jiao)(jiao)師(shi)(shi)(shi)、數以十萬(wan)(wan)計的(de)卓越教(jiao)(jiao)師(shi)(shi)(shi)、數以萬(wan)(wan)計的(de)教(jiao)(jiao)育(yu)家型教(jiao)(jiao)師(shi)(shi)(shi)。教(jiao)(jiao)師(shi)(shi)(shi)管理(li)體(ti)制機制科學(xue)高效,實現(xian)(xian)教(jiao)(jiao)師(shi)(shi)(shi)隊伍治(zhi)(zhi)理(li)體(ti)系和(he)治(zhi)(zhi)理(li)能(neng)力(li)現(xian)(xian)代(dai)化。教(jiao)(jiao)師(shi)(shi)(shi)主動適應信息化、人工智能(neng)等新技術變革,積(ji)極有效開展教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)。尊師(shi)(shi)(shi)重(zhong)教(jiao)(jiao)蔚然(ran)成(cheng)風,廣大教(jiao)(jiao)師(shi)(shi)(shi)在崗位上有幸福感(gan)、事(shi)業(ye)上有成(cheng)就感(gan)、社(she)會上有榮譽感(gan),教(jiao)(jiao)師(shi)(shi)(shi)成(cheng)為讓人羨慕的(de)職(zhi)業(ye)。
二、著力提(ti)升思想政治素(su)質,全面加強師(shi)(shi)德師(shi)(shi)風建設

配齊建強高(gao)等(deng)學校思(si)(si)想(xiang)政(zheng)(zheng)治工(gong)(gong)作(zuo)隊(dui)伍和黨務工(gong)(gong)作(zuo)隊(dui)伍,完善選拔、培養(yang)、激(ji)勵機制,形成一(yi)支專(zhuan)職(zhi)為主、專(zhuan)兼結合(he)、數量充(chong)足(zu)、素質優(you)良(liang)的工(gong)(gong)作(zuo)力(li)量。把從事學生思(si)(si)想(xiang)政(zheng)(zheng)治教育計入高(gao)等(deng)學校思(si)(si)想(xiang)政(zheng)(zheng)治工(gong)(gong)作(zuo)兼職(zhi)教師的工(gong)(gong)作(zuo)量,作(zuo)為職(zhi)稱(cheng)評審的重要(yao)依據,進一(yi)步增強開展(zhan)思(si)(si)想(xiang)政(zheng)(zheng)治工(gong)(gong)作(zuo)的積極性和主動(dong)性。
